The Massachusetts Energy Facilities Siting Board (EFSB) is a nine-member independent review board charged with ensuring a reliable energy supply for the Commonwealth with a minimum impact on the environment at the lowest possible cost. The EFSB reviews proposed large energy facilities including power plants, electric transmission lines, intra-state natural gas pipelines, and natural gas storage tanks, and also participates in the federal review of interstate pipeline proposals.

Served as the first Executive Director of the Massachusetts Renewable Energy Trust – a program to promote the development of renewable energy options for Massachusetts ratepayers following the restructuring of the state’s electric utilities. In 2005 he coordinated the drafting of “A Framework for Offshore Wind Energy Development in the United States”. The following year he founded the U.S. Offshore Wind Collaborative (http://usoffshorewind.org/). In 2008 he served on President-elect Barack Obama’s U.S. Department of Energy transition team.

The Dudley Street Neighborhood Initiative (www.dsni.org) is a multicultural grassroots organizing and planning organization. Once ravaged by racist policies and practices including redlining, disinvestment and arson-for-profit, this community of poor African American, Cape Verdean, Latino and white residents organized and DSNI became the first nonprofit community-based organization to be granted the power of eminent domain over all abandoned properties within its boundaries. As executive director I secured funding to construct a 10,000 square foot greenhouse – an anchor of one of the nation’s first urban agriculture programs.

Established and chaired the Massachusetts Office of Science and Technology. In 1988 he presented a paper “Preparing Policymakers To Address the Problem of Climate Change” at the Second North American Conference on Preparing for Climate Change in Washington, D.C. In 1989 he was part of an African American delegation to Bluefieds, Nicaragua where he contributed to the “Field Report on the Post-Hurricane Status of Health and Nutrition, Food Production and Fishing on the Atlantic Coast of Nicaragua”. Assisting in establishing the Massachusetts Centers of Excellence Program - an industry-adacemia-government partnership designed to anticipate opportunities for Massachusetts to lead in the next generation of technology-driven industries.
