The 16th Air Force is comprised of more than 44,000 Airmen delivering multisource intelligence, surveillance and reconnaissance products, applications, capabilities and resources. Sixteenth Air Force builds, extends, operates, secures, and defends the Air Force portion of the Department of Defense global network. As the Joint Forces Headquarters-Cyber, personnel from Sixteenth Air Force perform operational planning to support Air Force component and combatant commanders and, upon approval of the President and/or Secretary of Defense, execute offensive cyberspace operations.As the Director of Operations, Col Whitaker guided 161 team members developing, partnering, and executing operations that synchronized cyberspace operations with intelligence, surveillance, and reconnaissance (ISR) capabilities to defend critical networks and meet national priorities. He led four divisions that developed the operational strategy, managed the infrastructure and software capabilities, trained the forces, and developed other exquisite information warfare capabilities driving the lethality of the Air Force's cyberspace and ISR forces.

The 67th CW is the Air Force Cyber execution arm for generating, projecting, and sustaining combat power with the employment of systems such as the Cyberspace Vulnerability Assessment/Hunt and the Network Attack cyber weapon systems. The wing develops, trains, exercises and tests information operations tactics, techniques and procedures; analyzes and mitigates U.S. cyberspace vulnerabilities; and integrates emerging Information Dominance capabilities for the warfighter. As the second in command, Colonel Whitaker assisted the commander leading more than 2,000 Airmen, civilians, and contractors across three operations groups with 26 units at 7 locations worldwide. He ensured the readiness and employment of Airmen to conduct network operations, defense, attack, and exploitation in service of the Air Force, combatant commands, and national agencies.Key Results:• Optimized $148 million capital allocation across 26 divisions. Prioritized investments across operations, business development, real estate/infrastructure vision, talent acquisition and development, and contract support• Chaired company boards for senior executive hiring decisions, annual employee performance/bonus distribution, and headcount management/allocation. • Drove innovation raising training program rates from 20% to 80%. Utilized talent development, change management, and partnerships to reduce training costs and minimize human-capital investment. • Advocated and executed organizational transformation plan. Merged 600+ employees into the organization improving operational efficiency and excellence. Promoted to Higher Headquarters Director of Operations.

Led division of 72 employees in 6 branches developing US Cyber Command’s operational strategies Key Results:• Designed DoD’s future cyber operations construct. Obtained C-suite approval on plan to optimize alignment of 133 critical teams (comprised of over 6200 personnel) on global priorities. Translated 11 external organization’s customer requirements into actionable business strategy. Crafted change management plan to minimize disruption. • Led emergency planning team for global malware response and two critical nation-state efforts. Aligned organization’s capacity with national security partner efforts to produce options for the National Security Council. • Delivered command’s first annual strategy. Transformed organizational alignment, translated strategic plan to operational tasks for subordinate units, and established KPIs to evaluate progress.

Board selected to attend a Joint 10-month Senior Officer Professional Development Course. Selected for follow-on assignment to United States Cyber Command Operations Directorate.

Identified & evaluated DoD cyberspace critical issues, assesses operational impacts & mitigation strategies for the Chairman,Joint Chiefs of Staff (CJCS). Assessed operational plans to ensure feasibility & availability of cyberspace capabilities to meet DoD requirements. Contingency planner for CJCS COOP Program, member of National Military Command Center Crisis Management Team, CJCS Cyberspace Exercise Lead.

- Hand Selected by USAF CIO to lead talent management and career progression efforts for over 600 active duty Colonels. Advised USAF senior leaders (General Officers) on assignments, retirements, professional development, and education opportunities for high potential officers. Coordinated with functional community senior leaders to optimally match the right person with the right job at the right time. Served as the Product Owner for a new Senior Leader Career Management System which automated many of the USAF's talent management workflow processes.

- Led an award winning organization of 224 military, civilian and contractor personnel operating and maintaining a $256M airfield and providing all cyberspace capabilities supporting operations for 100 aircraft, 43 agencies, a $1B intelligence mission, along with 13K Japanese Military forces. - Managed the collection and distribution of $2.5M annual revenue stream and oversees $1.3M in IT contract services.
