The Mission of the Institute for Lawful, Safe and Effective Policing ("ILSEP”) is to reinforce trust between communities and law enforcement by conducting and promoting affordable, comprehensive, and world-class educational programming on best policing practices. ILSEP’s programming will increase officer and public safety and promote a positive image for law enforcement and corrections officers. It also offers programming for citizens on how to best respond when interacting with the police.ILSEP's charitable status will subsidize law enforcement agencies' limited personnel and monetary resources by providing expert, effective, and engaging programming at a lower costs by leveraging charitable donations, grants, fundraising events, sponsorships, and pro bono and reduced cost legal services. I provide county-wide advice to management on employment law and labor relations and represent Sherburne County in employment-related administrative hearings, legal and administrative actions initiated by unions. I provide legal advice to and strategize with the Sherburne County Board, County Administrator, and Assistant County Administrator on cases and policy involving employment and labor law. I advise all Department Heads on interpretation and implementation of language within collective bargaining agreements, contract addendums, memoranda of understanding, and other union issues. I develop county-wide policies and conduct county-wide training on employment related matters such as harassment, disciplinary documentation, and diversity, working in close collaboration with the Sherburne County Attorney and HR Director. I investigate complaints, including complaints of sexual harassment, hostile work environment, discrimination, policy violations, and other fair employment practices.
