I monitor, track and report on project assurance reviews to identify ‘at risk’ projects requiring intervention and/or additional assurance services to ensure successful delivery. I manage program, project and project assurance consultancy services across several sectors including transport, construction and international development. Papua New Guinea (PNG)-Australia Governance Partnership Facility (PGF). Operations Manager of a $500 million development facility in PNG, delivering seven significant governance and human development programs in partnership with the governments of Australia and PNG. As a member of the senior management team, I ensured efficient and effective enabling services to facilitate delivery through a team of 23 national staff and international experts. I oversaw all procurement, security, logistics, ICT procurement and operations, and administration for the seven programs (grant funding) and 350 staff in nine geographically disbursed locations.I provided expert procurement and contracts advice to project teams, corporate executive (in PNG and Australia), the development partner (Australian Department of Foreign Affairs and Trade), and a raft of stakeholders (Government of PNG, contractors, consultants, non-government organisations, civil society organisations, etc.). I managed and delivered numerous infrastructure projects including the establishment of regional corporate offices, 24 schools, road remediation, community bridges, major building refurbishment e.g. PNG National Museum.

As the Senior Operations Manager and Acting Program Director, I was accountable for operational support enabling the delivery and performance of the Economic and Public Sector Program ($126 million) and the Provincial and Local Level Government Program ($104 million). I ensured the performance of the corporate capability comprising national and international staff delivering procurement, human resource management, finances, security, logistics, ICT, and administration for all program activity and staff across PNG (multiple geographic locations). I advised corporate and client stakeholders in PNG and Australia (Canberra and Adelaide), including on the framing and management of program budget and financial management, review of procurement actions and submissions for engaging advisers and consultants, project management support, policies, and procedures.

I was responsible for stakeholder relationships, delivery of enabling and capability output, monitoring and reporting.- Director Finance and Contract Management – Income Management Card. I wrote the Cabinet submission and new policy proposals that secured project funding. I provided financial administration and budget for the large scale complex procurement and transition project in accordance with legislation, including financial oversight. I was also lead on the Financial Evaluation Services team and subsequent contract negotiation and management.

Directed complex maritime and cargo management procurement projects, policy, planning, audit and compliance nationally. My achievements in this role included:*Operational logistic concept of operation Ashmore NW approach for 300 personnel, resource, and supply capability.* Customs and Regulatory Compliance, Logistics, Global Supply Chain and Industrial Projects.* Writing Cabinet submissions to appropriate USD $65 million in Commonwealth funding.* Directed procurement arrangements under Public Private Partnership (PPP) operations* Advised on the use of the FIDIC (International Federation of Consulting Engineers) suite of contracts and review bidding documents incorporating international contract formats (Singapore and Vietnam).* Directed the international acquisition of two Customs ships (Ashmore Guardian and Thaiyak) - both implemented on time and within budget.* Supported the Council of Australian Governments (COAG) working group on national firearm management with research and data analysis.* Managed national compliance and audit for the importation and export of weapons and strategic goods.
