Gregory Cameron Butler is a director with PFM’s Management and Budget consulting practice, with expertise in public administration, financial management, and workforce advisory services. At PFM Greg advises local governments on their most pressing workforce challenges, performing strategic and quantitative analyses of total compensation, as well as developing initiatives and reforms that bolster financial sustainability. He has supported more than 100 public sector collective bargaining, fact-finding, and interest arbitration engagements, and provided expert witness testimony in multiple jurisdictions. Additionally, he leads operational reviews of municipal departments and applies best practices that lower operating costs and preserve service levels through multi-year financial plan engagements and organizational assessments. An experienced facilitator in Budgeting for Outcomes (BFO), Greg also assists local and state governments in budget development and strategic revenue engagements. Earlier in his career, Greg served as the First Deputy Press Secretary and Deputy Communications Director for the New York City Department of Health and Mental Hygiene – one of the world’s largest public health organizations. Greg possesses more than 15 years of experience working for or advising governments. He received an undergraduate degree from Wesleyan University in Middletown, CT; a Masters of Public Administration from the University of Pennsylvania in Philadelphia, PA; and a Masters of Business Administration from the George Washington University in the District of Columbia.
