Led the team responsible for the real estate portfolio and strategy for the Metropolitan Council, the Twin Cities regional metropolitan planning agency and provider of transit and wastewater services. My team works closely with Council business units to understand their objectives and provide the services necessary to acquire and manage over $5 billion in new transit infrastructure and a $200 million annual capital program for wastewater. Some representative accomplishments: Acquiring approximately 120 individual easement parcels in support of the $75 million D line Bus Rapid Transit Line which runs through the heart of Minneapolis- Supported the acquisition of additional property rights necessary to complete the Green Line Extension LRT, a $2 billion light rail line running through the southwestern quadrant of the Twin Cities from downtown Minneapolis - Creating updated and new policies regarding real estate and use of Council property- Served on the Executive Advisory Group for Metropolitan Transit's Support Facilities Strategic Plan

Minnesota State Facilities provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the state colleges and universities. With close to 29M square feet of space, Facilities supports nearly 900 buildings on 54 campuses of approximately 7,000 acres and is engaged in approximately 250 – 300 projects a year. - Capital Budgeting. Led a professional staff to align and prioritize $250-$350 million biennial capital budget request to the Minnesota legislature - Comprehensive Facilities Planning. Developed and maintain comprehensive campus plan guidelines and review facilities plans for system campuses - Bond Financing. Lead process that develops capital projects financed or refinanced with the sale of revenue bonds (e.g. residence halls, student unions, parking ramps, and other revenue generating facilities), including rating agency presentations - Transaction Management. Oversee real estate management, including coordination of acquisitions, sales, and leasing. Average transaction load of $10-$12 million per year- Professional/Technical Contracts. Coordinated and led effort to replace 6 dining and food service contracts at state universities; solicited for master planning services and solicited for a condition assessment tool to forecast repair and replacement needs throughout the system- Condition assessment and deferred maintenance forecasting. Manage strategy to reduce overall deferred maintenance. - Energy Management. Coordinate and manage energy analytics for system and financing methods for energy efficiency initiatives, including energy benchmarking and guaranteed energy savings contracting - Team leader. 5 direct reports.

Oversight and management of the system-wide Revenue Fund, a $300 million revenue bond fund that finances capital improvements of university and college auxiliaries (such as residence halls, students unions, and parking facilities)- Financial Feasibility. Evaluate projects for financial viability, coordinating due diligence, (such as bond underwriting and financial advising) assuring constituent consultation as required by Board of Trustee policies, and bond compliance.- Property Management. Closed on over $5 million worth of land acquisitions; scouted and acquired properties throughout Midwest to accommodate development of 160,000 sq. ft. home improvement stores and parking; obtained necessary governmental approvals for the development of Menard home improvement stores; negotiated and drafted purchase, assignment and option agreements; coordinated and conducted due diligence; provided legal research and advice on issues related to land use, such as municipal approval and environmental liability.
