I do not believe that the interview process is only measured successful if it ends in an offer being made and accepted. I do believe the interview process is successful if it concludes with an offer being made and accepted when it is in the best interest of both the candidate and the client company. I have occasionally recommended that candidates turn down an offer when it appears the opportunity is not a fit, just as I have recommended to a client company that it not make an offer if it appears a candidate is not an obvious match.
