Hand-selected by the Assistant Director of the Criminal Division and Unit Chief to establish liaison with the executive leadership of 9 agencies to form a International Organized Crime Intelligence & Operations Center, funded by DOJ. Tasked to coordinate and interface with all levels of each organization to ensure participation, track, and analyze complex data from both internal and external FBI partner sources in support of various key investigative initiatives. Established, maintained, and continually enhanced systems for processing vast quantities of information into cohesive and relevant information provided to field agents of the 9 agencies. At the completion of the effort IOC-2 had representatives from USSS, DEA, State Security, ATF, Postal, ICE, NSA, CIA, and other interested divisions of the DOJ and FBI. Prior to the above assignment I was selected to return to the FBI by the Assistant Director to become a representative in the Domestic Security Alliance Council formed to liaison with the Fortune 100 companies to which the FBI has a partnership involving trends in crime across the nation. Each representative of DSAC was to establish liaison with the Director of Security and his executive leadership to ensure the flow of desired information regarding trends of crime and subsequent solutions.

Spearheaded the establishment and ongoing management of a dedicated Program Management Office (PMO) to run a major contract conducting background investigations for the federal Office of Personnel Management (OPM). Oversaw the recruitment, training, and support of a 500-member, nationwide investigative team, establishing all internal systems to ensure streamlined and efficient day-to-day operations. Achieved and maintained superior levels of OPM client satisfaction by implementing a variety of quality assurance measures and by designing an effective investigator training course in full compliance with OPM requirements. Laid the critical groundwork for this highly successful, long-term OPM contract, a client program that today continues to generate a more than 30% profit margin for CACI.

Determination of the case to be clearly consistent with the national standards set by the Director of Central Intelligence Agency and in compliance with the standards of the FBI. Offered a position with DynCorp to conduct a pilot program.

Progressively advanced over a successful career into a role leading and directing a 110-member team of supervisors and analysts in the delivery of in-depth background investigations for U.S. government officials at the highest levels of the Cabinet, White House, Supreme Court, and Congress. During career assigned to Counterintelligence Unit, FBIHQ, with oversight of satellite nations. While assigned to the Washington Field Office I was assigned to the Russian intelligence squad. Attended Basic Counterintelligence School as well as Double Agent School. Original case agent of investigation having implications in today’s environment. During 10 years in Detroit was hand selected to establish the first drug task force and asked to serve on the executive team of the nuclear threat and analysis group coordinating with numerous other federal and local agencies. Selected, due to liaison skills, to serve at the White House and the United States Senate to be the liaison and conduct investigations in which the FBI had an interest. Briefed two Vice Presidents of the United States. Provided personal protection for three Directors of the FBI and four Attorney’s Generals. Concluded career by serving as the Supervisory Special Agent of the Background Investigation Contract Services. (BICS) Unit with 110 employees. Training and experience in the following: Asset Forfeiture, Task Force Management, Interview and Interrogation, Antiterrorism/Joint Terrorism Task Force, General Negotiations, Harbor Patrol Assessment with United States Coast Guard detecting Threat Analysis and Interdiction, Major Case Management, Surveillance Detection as well as numerous general assignments relating to the intelligence community.
