Supporting the Department of Veterans Affairs (VA) mission to provide the most efficient use of technology to transform the VA in providing healthcare to veterans and reducing the backlog of benefit claims. Specific support in providing APIs to standardize Disability Benefits Questionnaires (DBQs) versioning and usages.

Blue Button is a developer-friendly, standards-based API that third parties can use to build applications and research projects. The Blue Button 2.0 program encompasses 2 APIs: 1) Blue Button 2.0 (BB2) API gives Medicare beneficiaries more options and control over their claims data by connecting it to the applications, services, and research programs they trust. It also improves data accuracy and efficiency. Faster, more accurate data can lead to better service recommendations and health outcomes for Medicare beneficiaries. 2) The Beneficiary Fast Healthcare Interoperability Resources (FHIR) data server (BFD) is an API containing claims data from the CMS Chronic Conditions Warehouse (CCW). It provides an ecosystem of specialized APIs, including BB2, with data for a variety of end-users including doctors, Accountable Care Organization (ACO) hospitals, prescription drug sponsors, and third-party developers. Both APIs support Data Analytics Strategy Group’s (DASG) vision to innovate data sharing so beneficiaries and their healthcare partners have the data they need to make informed healthcare decisions. Ad Hoc is the prime contractor on the program.

I manage several development teams that deliver business applications for our Enrollment and Marketplace Platform and am responsible for selecting staff, staff development, performance evaluations, compensation management, communication, and other aspects of managing a team. I help set the direction and participate in project planning, best practices, process improvement, coaching, and mentoring activities and interface with clients to maintain an understanding of the business and technological requirements.I work with leadership to determine business and resource requirements, formulate and define systems scope and objectives. I manage business analysts, application developers, and quality assurance analysts to complete system functional specifications, technical design, application development, and application delivery.I partner with IT to communicate infrastructure requirements, Database Administrators and Engineers to communicate data model requirements, end customers for integration and acceptance testing, Technical Writers to develop applicable end user documentation, and Production Support for post-implementation support and monitoring.In a nutshell - I am responsible for product delivery, maintenance, and enhancement.

SPAWAR Charleston team lead for Task Force Web (TFW) portal, registry/repository, engineering and deployment teams. Development/production NIPR and SIPR portals were constructed in Charleston. Post pilot portal were installed at UAR NOC, USS George Washington and USS Theodore Roosevelt Battle Group. Portal applications were tested/certified for use in the TFW portal environment. Participant and presenter at multiple TFW Developer conferences. Installation and support for the Open Source portal hosted at SPAWAR Charleston. SPAWAR member of Horizontal Fusion (HF) project and engaged with teams from DISA/OSD and other Federal/contractor groups finalizing the appropriate product lists/buildplans, working on the registry, portal engine, app server, and directories to ensure that the Aug 03 HF technology demonstration was a success. Participated in the User Interface working group, finalizing standards, focusing the group on developing the guidance and associated specific templates as required, etc. Assisted in tracking applications progress and implementation plans with DISA/OSD and participated in a Web Services Action Team to go to developer sites and migrate to web services. Participated in an effort to define and document a methodology with specific stages and deliverables for analyzing and migrating an information domain to an interoperable Web Services framework. This methodology described how program executives responsible for providing enterprise information services, can approach semantic integration within their specific domain and extend to external enterprise domains. This methodology analyzed a “stovepipe” information domain, and refined it as a suite of modular applications that were self-describing, could be published, located and invoked over the web based on open Internet standards.
