STG Program Manager of the Department of Veterans Affairs (VA), Security Control Assessment (SCA) project, a $40M project. Managing up to 93 employees, contractors, and subcontractor personnel in the performance of over 600 SCAs in one year of VA systems. Primary duties are personnel management of the field, report production, travel scheduling, quality assurance, and administrative personnel; financial reporting and management, customer coordination and briefings, and administrative functions for the project. All tasks are being completed successfully, on time, and under budget.STG program manager of the Department of Veterans Affairs (VA), Security Control Assessment (SCA) and Testing project. This project primarily involved the development of over 30 SCA tests containing over 10,000 SCA test cases covering all NIST SP 800-53 controls with test cases mapped to NIST SP 800-53A control testing steps. SCAs were performed for the VA on various platforms and systems. All tasks were completed very successfully, on time and under budget.STG program manager for the Veteran’s Health Administration (VHA), Security Control Assessment (SCA) project. This was a $5,000,000 project involving more than 100 personnel directly and indirectly under the control of the project. It included more than 1000 testing trips, over 2 million miles of travel, and over 62,000 hours of contract work. Approximately 5,000 workstations, 1,000 servers, 1500 routers and switches were tested and reported upon. Physical security inspections were conducted at over 200 computer rooms and over 600 wiring closets. This culminated in the production of over 300 high quality, detailed Security Control Assessment Reports (several thousand pages each). The project took approximately 6 months, and it was completed on time and under budget. This phase of the project was followed by Continuous Monitoring, Certification and Accreditation Support for the VHA.

The function included technical, personnel, financial, and security management for the project. Also, as PM, provided the customer with detailed and management level advice on system/telecommunications metrics and security. Served on the Infrastructure and Network Operations Committee, the Industry and Technology Committee, and chaired the Security Sub-committee for the Federated Identification Cross-credentialing Systems Governance Council.Program managed the Defense Information System Network (DISN) Security contract and managed the team supporting the contract. The program management (PM) function included technical, personnel, financial, and security management for the project. Also, as PM, provided the customer with detailed and management level security advice. Performed tracking of Certification and Accreditation findings, revised the disaster recovery plan, performed site surveys and risk analyses per NIST SP 800-26 & 800-30, reviewed and approved security incident reports, provided security awareness training, participate in both the security working group and configuration management working group, and oversee all aspects of the technical work done by other members of the team. Approved and assisted in the maintenance of Certification and Accreditation documents.Supported DISA as a member of the DMS Organizational Messaging Ad Hoc Working Group. Assisted with the development of the DMS Organizational Messaging CONOPS and made presentations to the Ad Hoc Committee. Participated in the development of the Continuity of Operations Plan (COOP) for the Top Secret/Collateral DMS Network.
