ASTM F44 is an international committee which addresses issues related to design and construction, systems and performance, quality acceptance tests, and safety monitoring for general aviation aircraft (also known as CS/Part 23) that are less than 19,000 pounds and with fewer than 19 passengers. This committee coordinates with the international aviation regulators to develop methods of compliance to the future regulatory structure for the design of these products. Through the establishment of a Part 23 Aviation Rulemaking Committee (ARC), industry expressed an interest in evolving Part 23 regulations into a more performance based document, reliant on standards for the design and performance of aircraft, in order to leverage all the benefits that referencing standards has to offer. Ultimately, the desire is to reduce the regulatory burden on the industry (and therefore the cost of the aircraft) and leverage standards to allow technology to be readily updated in a streamlined certification process where appropriate.Committee F44 meets twice a year, usually in April and October, with 50 members attending two to three days of technical meetings. The meetings are scheduled to meet in conjunction with ASTM committees F37 on Light Sport Aircraft and F39 on Aircraft Systems along with industry trade and airshows. The Committee, with a membership of approximately 100, currently has jurisdiction of over 6 draft standards. F44 standards will be published in the Annual Book of ASTM Standards, Volume 15.11. F44 has 6 technical subcommittees that maintain jurisdiction over these standards.

In this role Greg works with members of government and industry on technical and regulatory issues with the goal of creating an environment which fosters general aviation certification, production, and airworthiness. Greg’s primary focus is in the area of legislation, regulation and policy affecting airframe design, systems & avionics and also in the area of aerospace manufacturing & quality. Greg is also the industry co-chair on the FAA’s Part 23 Reorganization ARC which has been chartered to update the current part 23 regulations to assure they will address the aeroplanes of the next twenty years. Greg represents the industry in a number of international forums including leadership of the ASTM Committee shaping future methods of compliance for the design of general aviation products and the ICAO Flight Recorder Panel.

Coordinate with the FAA to accomplish supplemental type certification of aircraft modifications and system qualification. Create certification test plans, flight test plans and ground test plans to gather information in support of certification activities. Assure the timely completion of STC, TSO and customer satisfaction for all aerospace related projects.

Coordinate the design, integration, certification, and scheduling of the environmental and anti-ice systems for a new commuter class business jet; activities include selecting supplier components and dealing with all aspects of project engineering design. Provide expert recommendations for prototype development and initial production with emphasis placed on cost, weight, and quality. Provide expert information to field service engineers to assist in customer issue resolution.
