Worked across the Department of Defense, Joint Staff and individually with other services on developing the JTRS Rifleman Radio requirements. In association with the US Army Signal Center, developed the documentation and managed the approval process for this system. The Rifleman Radio Capability Production Document was one of the most concise and focused requirements documents to be approved at ARCIC and subsequent JROC. The system itself went from concept to production in less than four years. I also worked the JTRS Ground Mobile Radio requirements. This was a trouble program with many technical and budgetary concerns. Ii worked the Program Mangers, Army Staff, Joint Staff, Industry and the other interested services to find better solution to the Army Tactical Radio requirements and procurement. The result of the streamlining was the development of the Network Integration Evaluation to integrate communication technologies in an operational setting. This lead to the eventual demise of the legacy Ground Mobile Radio System and the opportunity for more mature technologies to enter into competition.
