Gregory Cook is a Director of Carbon Counts. He has undertaken economic, policy and financial consultancy across a broad range of energy and climate change related projects in both the public and private sector. He specialises in international climate change policy and economics, focusing on the role of technology, regulation and carbon markets. Gregory has advised the UK government, European Commission, IETA, UNFCCC, UNDP, ADB, UNIDO and the World Bank across a wide range of climate change and energy-related policy, economic and technology issues. He has been involved in the development of CCS regulatory and policy design, including the IEA Technology Roadmap for CCS, a Roadmap for CCUS in China for the ADB, and a number of studies for the IEAGHG assessing the role of CCUS. He has also advised on issues surrounding carbon leakage and policy responses, particularly in the energy intensive industrial sectors. Gregory has considerable experience of the energy sector in the Middle East, having undertaken several projects for the Gulf Cooperation Council (GCC) studies of energy use and emissions reduction projects covering several regional markets including Egypt, Libya and the Gulf states. He has advised the World Bank and national Governments on various aspects of carbon pricing and climate policy under the emerging international framework for GHG mitigation and climate finance. Most recently he has been supporting the development and implementation of Nationally Determined Contributions (NDCs) and long term strategies (LTS) for several countries worldwide under the Paris Agreement, including Chile, the Philippines, Zimbabwe, Rwanda, Malawi and Mozambique. He was formerly a Senior consultant at ERM, where he played a key role in developing ERM’s global Climate Change & Energy practice.
