In addition to previous responsibilities; Propose, recommend, and implement strategic oil and gas policies and program initiatives for responsible energy development that also avoid, minimize, and mitigate potential off-site and land use impacts to the residents and resources of the County and state. This includes operations from existing facilities, the evaluation, permitting, and siting of new locations, and impacts from legacy infrastructure including orphaned and plugged and abandoned wells and flowlines. Oversee and supervise the oil and gas inspection program and field staff in a manner that priortizes higher risk sites and ensures it remains responsive to changing conditions and resident and public concerns.

Greater Denver Area

Author and defend the County’s policy proposals, draft rule language, prehearing and responsive statements, and written and verbal public testimony to state agencies during oil and gas proceedings. This includes the incorporation of guidance from elected officials and executive leadership on legal interpretations and energy and environmental policy stances.Serve as a subject matter expert and lead witness to advocate for the County’s arguments to be adopted into statewide regulation, including: COGCC Financial Assurance Rulemaking; Air Quality Control Commission Regulation 7 Rulemaking; and COGCC Mission Change Rulemaking.Recommend and oversee amendments to the County’s oil and gas regulations through a stakeholder and community engagement process for soliciting meaningful referral and public comment to establish rules that align with the organization’s mission.Review oil and gas applications filed with the County, state, and neighboring local governments to ensure compliance with applicable regulations. Generate expert recommendations for permit decisions and conditions necessary for enforcement. Function as the Adams County Local Governmental Designee to the COGCC, facilitating communications between the Board of County Commissioners, executive leadership, the industry, and residents on oil and gas matters.Analyze data and evaluate trends to create technical reports, briefings, and presentations to justify actionable time-sensitive responses and persuade future policy decisions, including ongoing development, operations, well production, and reclamation updates, spill, release, and remediation evaluations, and orphan well review and potential future risk assessment.
