COLONEL/Officer 06* The USAREUR lead integrator of the DoD Joint Security Cooperation State Partnership Program coordinating partnerships between 22 U.S. States National Guard Joint Force Headquarters and European Countries in support of the Combatant Commanders' security cooperation objectives and Ambassadors' Integrated Country Strategies.• The USAREUR Director of Reserve Component Overseas Deployment Training events. Efficiently and effectively planned, prepared and executed over 56 Army National Guard, Army Reserve, Joint, multi-national, and interagency collective training events involving over 26,000 Soldiers.• Supervised 9 US Army National Guard and Reserve 9-month Mobilizations/deployments to Europe involving over 10,000 soldiers, multiple logistical and service contracts, and contract subject matter expertise to the Commander, United States Army Europe.• Expert fiscal management, programming, and execution of over $309 Million from 9 separate accounts enforcing program budget reviews to prevent overages and minimize burn rate.• Mission Command of over 400 Soldiers and Contractors assigned in 7 countries in Europe.

COLONEL/Officer 06 (Full Time)• Facilitated the USARNORTH Land Component Command Defense and Security Cooperation support across North America, Canada, and Mexico to include 100 U.S. Customs border missions and life support for over 600 unaccompanied children in collaboration with the Department of Human Health Services. • Coordinated T10 DoD support to state civil and military authorities, through Dual Status Commanders, FEMA, and NGOs for natural disasters such as over 6 wildland forest fires, and multiple tornado responses in over 10 states.• Coordinated T10 DoD support to state civil and military authorities, through Dual Status Commanders, FEMA, and NGOs for natural disasters including Hurricane Maria which was a deadly Category 5 that devastated Dominica, the U.S. Virgin Islands, and Puerto Rico in September 2017. Regarded as the worst natural disaster in recorded history to affect those islands and was also the deadliest Atlantic hurricane since Mitch in 1998.• Mission Command and authority of over 150 Government Civilians, Defense Contractors, and Soldiers in the Joint Operations center, Land Component Branch, Knowledge Management Branch, Aviation Branch, Personnel Recovery Branch, Air and Missile Defense, JOPES, and Geo Spatial.

Colonel/Officer 06• Expertly and effectively communicated ideas in writing and orally articulated thoughts to support the development of DOTMLPF products. Consistently demonstrated skill operating a computer to input, retrieve, develop, and manipulate a variety of data experience with U.S. Army protocols. Expert writing style evaluating and reforming protocols through written memorandums, information papers, white papers, and briefings at the highest level of the Department of Defense and Government.• Unparalleled comprehensive knowledge, expertise, and related experience to perform tasks related to identifying capability gaps and experimentation and demonstrations through various testing programs to include AEWE (Army Expeditionary Warrior Experiment), Joint Warfighter Assessment (JWA), TRADOC Analysis Center (TRAC-WSMR), and the Army Testing Command (ATEC).• Led the Chief of National Guard Bureau’s working group to build the Army Campaign Plan and synchronize DoD polices with Army strategic policies, and Army National Guard priorities.• Lead executive agent as part of a multi-service task force to publish the first new National Defense Strategy in a decade.

Lieutenant Colonel/Officer 05• Spearheaded over 300 diverse events including 3 Secret Classified Division Warfighter Exercises, 6 Brigade Warfighters, and 6 Counter-insurgency seminars impacting over 5,000 Soldiers.• Established the Fort Leavenworth COOP Site and coordinated requirements and procedures with partners to ensure the COOP plans were complete and coherent and integrated with the information technology contingency plan.• Mission Command and authority of over 300 Soldiers, Department of the Army Civilians, and Defense Contractors, 17 buildings with over 250,000 square feet of climate-controlled Secret/NOFORN capability on 42 acres. • Expert fiscal management by successfully defending future resource requirements while concurrently managing a budget in excess of $15 Million and over $7M of real property.

Lieutenant Colonel/Officer 05• Drove enabling collective training programs to new heights through precise and fiscally consciences management of a budget in excess of $100 Million while defending requirements for FY 13-17 POM, yielding an increase of an additional $63 Million. • Creatively procured $50 Million in funding for 16 new programs as well as reinstatement of NGREA Procurement Funds worth over $21 Million.• Expertly supervised the planning and execution of 4 XCTC exercises as culminating training events for deploying Brigades was the lynchpin to the successful pre-mobilization training for over 14,000 Soldiers.

Lieutenant Colonel/Officer 05• Lead a team for all actions in support of the Army Campaign Plan decision that developed implementation guidance and plans for stability operations and inter-agency training.• Set the conditions to integrate numerous critical joint training enablers into the Combat Training Centers for use by units as they prepared for deployments to Iraq, Afghanistan, and Africa. • Contested for and secured an annual budget of $56M in Chief of Staff’s Training Transformation Program Account (CE2T2) and another $17M of Joint sourcing funds with effective controls to prevent overages, minimize burn rate, and support sustainability objectives. Acknowledged as the highest obligation and execution rate of all the DoD Services.

Lieutenant Colonel/Officer 05• Lead the charge to improve the Directorate’s functionality by setting the conditions to rapidly execute more than 1,500 separate and discrete staff actions while managing simultaneous tasks, resulting in an unparalleled record with the Army G-3/5/7 for completing actions on time and to standard. • Officer in charge of the HQDA, G-3/5/7 COOP exercises, site validations, and coordinated requirements and procedures to ensure the COOP plans were complete and coherent and integrated with the information technology contingency plan.• Demonstrated a unique ability to maintain composure, communicate desires, and build teamwork during difficult issues and contentious meeting for completion. Consistently demonstrated an exceptionally high degree of leadership, tact, responsibility, and interpersonal skills in performing all functions.
