It also spawned an offshoot collaborative venture, the Newark Education Council. "Although opinions differ on who was responsible for Newark's revival by the end of the decade," David Mathews observes, "most agree that one decisive factor was this communitywide collaboration and a public that had learned to work together across racial, interest, sector, and economic boundaries."
