Investigated, developed, and filed complex False Claims Act cases and matters on behalf of whistleblowers, the United States, New York State, New York City. Such matters involved large-scale frauds by hedge funds, drug companies, government contractors, charities, and wealthy and corporate taxpayers. Assisted public officials in drafting securities fraud and whistleblower statutes.

Served as a direct report to the New York Attorney General with a portfolio that included creating and implementing high-profile legislative, regulatory and enforcement initiatives. My work included managing teams of attorneys, legislative staff, and regulatory officials and interacting with reporters, elected officials, stakeholders, advocates, and community leaders.* Spearheaded passage of the Internet System for Tracking Over-Prescribing (“I-STOP”) law, a first-in-the-nation program to mandate physician use of databases and electronic prescribing to combat prescription drug abuse. Drafted and negotiated legislation. Helped manage statewide tour for the Attorney General.* Conceived of and organized the “Taxpayer Protection Bureau” to fight financial frauds against NY State and City. Set policies, selected senior staff, and structured and supervised critical cases, including a $750 million government pension fraud case against the Bank of NY, and a $330 million tax fraud case against Sprint-Nextel.* Implemented rules that imposed new disclosure requirements on financial advisors, required not-for-profits to disclose political donations, and toughened penalties against fraudulent contractors.* Designed Community Overdose Prevention (“COP”) program that equipped 20,000+ police officers with heroin overdose kits.* Developed and managed “Operation Game Over” to ban sex offenders from online video game networks. Negotiated with Microsoft, Apple, SONY, and other companies to implement ban.* Created “Operation Integrity” partnership with NYS Comptroller to expand the criminal jurisdiction of the AG’s office in the field of public corruption, resulting in millions of dollars in restitution and dozens of convictions.* Led or initiated groundbreaking cases, including: the largest NYS government data breach in history, illegal offshore outsourcing, and environmental fraud. Partnered with U.S. and prosecutors from several states.

* Lead author of candidate’s 59-page policy agenda. Worked with reporters, stakeholders and advocates on successful political campaign. * Helped structure and staff Attorney General-elect’s Transition Committee. Screened resumes and interviewed candidates for leadership positions at the Attorney General’s office.

Managed team of 10 attorneys, policy analysts, and support staff to develop and advance legislation.* Analyzed the state budget to address the priorities of the Senate Majority.* Originated and steered to passage “Ian’s Law,” a ban on a novel form of health-insurer abuse; formed advocacy coalition, led negotiation team, and directed national press strategy, obtaining coverage on CNN and MSNBC.* Conceived of, drafted, and negotiated False Claims Act amendments to address tax frauds, increase penalties for government contractors, and enhance whistleblower protections. Law received national press coverage.* Authored provisions in MTA Rescue Plan promoting financial integrity and fraud prevention.* Counseled Senators on legislative rules and procedures, ethics issues, and employment matters
