The Fleet Personnel Allocation and Readiness section (N1P) is mainly responsible for overseeing personnel distribution and policy efforts within the Fleet. Their manning strategy is based on Navy-wide strategic goals, which aim to maintain a level of readiness that aligns with the nation's maritime needs. This strategy ensures that combat units are fully staffed from their maintenance phase through the period after deployment, keeping them ready for training and combat.To achieve this, Fleet staffing priorities and levels must be clearly communicated to ensure personnel readiness meets operational goals. The U.S. Fleet Forces Command N1P works globally as a Fleet Readiness Integrator, coordinating efforts with the Pacific Fleet and Navy Personnel Command. These Integrators help shape staffing procedures, establish priorities, and manage job openings for sailors based on available personnel. This teamwork ensures that staffing decisions are carefully planned to meet the Fleet’s readiness and operational requirements.

In the role of senior advisor to the CEO of Walter Reed, significant involvement was evident in providing daily guidance and insights to the Chief Executive Officer. Advisory contributions encompassed various domains, including leadership, strategy, operations, and critical decision-making impacting the entire hospital. Walter Reed, the largest Joint service medical facility in the Department of Defense, serves a diverse clientele, including the President of the United States, members of Congress, foreign dignitaries, and a beneficiary base of 350,000 individuals.As a 300-bed level 2 trauma center, Walter Reed operated with a workforce of 3,500 employees across 20 specialized directorates. The institution managed an annual budget of $40 million, indicative of the intricate nature of its operations and responsibilities.

Taking on direct leadership of a team comprising 16 medical professionals, responsibility was assumed for delivering primary and emergent healthcare, preventive medicine, 30 Occupational Safety and Health programs, and medical administration services aboard a Naval combat vessel accommodating a crew of 1,000. The role involved conducting a comprehensive analysis of productivity metrics to optimize military medical readiness, encompassing strategic oversight of healthcare delivery, command and control mechanisms, administrative support functions, and training initiatives for Sailors stationed on the USS Arlington.Through a discerning approach, critical manning shortages were identified, and strategic adjustments in services, utilization patterns, and business management processes were proposed. These recommendations played a crucial role in enhancing the operational accessibility of the ship and the crew for world-wide deployability. Additionally, leadership was taken in spearheading the training of 350 non-medical crew members in first aid and preventive medicine programs, significantly elevating the overall survivability of deployable personnel, particularly those operating in challenging and austere environments.

As the senior most enlisted member within the Medicine Directorate of the premier 1st Joint Service Military Medical Center in the country, oversight of 300 Joint Service Enlisted personnel is my responsibility. This team plays a vital role in delivering specialized healthcare services to a significant beneficiary base exceeding 500,000 individuals in the greater Washington DC Area. The commitment is centered on fostering a unified and efficient healthcare environment through strategic leadership and collaborative decision-making.
