Mr. Roy is a senior project manager responsible for leading strategic infrastructure projects for CDM Smith across the County. He's currently managing projects that address depleting potable water sources through implementation of indirect and direct potable reuse. He has also focused on upgrading drinking water facilities to treat for emerging contaminants of concern such as PFAS. The nation wide issue with PFAS is growing and Mr. Roy has led infrastructure improvements that address the problem and ensure safe drinking water for the public.

Mr. Roy was the Director of Engineering and Quality for MHW Constructors (MWHC). In this role, he led business partnerships with AE firms that participate in alternative delivery projects. He and his staff promoted and managed the integrated relationship with these design firms while monitoring and driving excellence in design execution. Mr. Roy was also responsible for managing the Quality Management Program for MWH Constructors. He and his staff organized the program, maintained and updated content, and led compliance with the firm's Quality Management Program.

Mr. Roy was a Vice President and senior project manager with CDM Smith. Over 29 years he developed experience in planning, design and construction of wastewater collection and treatment projects, as well as water distribution, water treatment, and solid waste projects. He has managed and engineered various aspects of projects around the world including; minor assignments for small municipalities, complex projects for USAID in the Middle East, innovative designs for large US wastewater authorities, design-build of projects for military bases in Afghanistan, and World Bank assignments for underdeveloped countries in South East Asia. He has served in multiple roles including design engineer, project manager, owner’s representative, and program manager, responsible for marketing, client management, and execution of large and strategic projects, nationally and internationally. Construction cost of these projects have ranged between $20 and $300 million. While providing engineering services, he has managed single projects between $1 to $15 million, individual programs greater than $32 million, and led project teams of 50 to 150 employees.
