Designed and produced specialized Imagery and Geographic Information System (GIS) ATL COM components for ESRI ArcGIS, as part of the GIS solution used for the U.S. Army’s Digital Topographic Support System (DTSS). Lead Software Engineer and Project Manager for a prototype Maneuver Control System (Engineer) (MCS-Eng) for the U.S Army Corps of Engineers. Constructed the design verification code in Visual C++ for the entire system framework, using Visual Basic to create the test drivers. Interfaced this custom COM framework with ESRI ArcMap using ArcObjects. In addition, constructed COM components for an INSCOM project (LIWA) which interfaced with an Oracle queuing database and provided the means for LIWA data to be passed to our Tracking Analyst software extension to ArcMap.

Conducted Analysis of Alternatives (AOA) by researching and prototyping imagery and Geographic Information System (GIS) based applications using ESRI MapObjects2 components in order to demonstrate a more efficient software integration architecture in support of the Automated Target Analysis System (ATAS). Built Visual C++ MFC based ActiveX components that emulated all key functionality found in ESRI’s ArcView in order to demonstrate an alternative lower level programming approach that did not require third party licensed components. Started my own small business involved with defense contract work. Handled all business development efforts which led to contracts with several government / DoD agencies. Won an initial contract with Joint Personnel Recovery Agency (JPRA) to create a custom imagery analysis, mapping and 2D / 3D visualization solution. This formed the basis for our own commercial target reference and analysis software package called TerraBytes. Solicited funding from the National Imagery and Mapping Agency (NIMA) to create a Vector Product Format mapping component for our TerraBytes software. Used our initial business and software development successes to establish a short term contract with the Federal Bureau of Investigation (FBI). This endeavor consisted of deploying several systems using TerraBytes software in connection with the Rudolf (Atlanta Bombing) Case. Promoted commercial sales of our software by participating in industry symposiums and exhibitions such as AeroSense. This resulted in sales to other small defense contractors such as DCS Corporation and CRG Inc. All initial product development was done using Visual C++ for the COM framework and Visual Basic for the graphical user interface. Later development replaced the Visual Basic interface with an MFC based Visual C++ interface.
Seta Geospatial Intelligence / Technical Project Manager
At the National Reconnaissance Office, National Exploitation Laboratory (NEL), performed imagery based engineering assessments and imagery analysis in support of National Collection Assets to ensure sensor interpretability and image quality. Conducted independent research into radar and infrared signature analysis techniques. Began independent work producing multimedia (video / 3D animation) products that retained image interpretability for use in analyst training and education efforts. Led the company’s IR&D effort for exploring the viability of the PC platform for fusing imagery intelligence and mapping information, using cutting edge programming techniques. Built prototype demonstration software and personally solicited the interest of the DoD Joint Service Sere Agency (JSSA). This resulted in government funding to further our research and ease the financial burden on the company. Implemented a C++, Component Object Model (COM) architecture as a proving ground for demonstrating the benefits and functionality of component software technology. All work was done within the NRO Prototype Demonstration Facility (PDF).
