About Gregory Sullivan

Founder of the PROJECT HALO Foundation. Leading efforts to deploy a simpler derivative of the Commercially Hosted InfraRed Payload (CHIRP) to see fires while they are small, and send their locations (lat/long) directly to closest individuals/local governments/first responders. We will be a "Fire Alarm" from Space. By sending lat/long of fires in under 30 seconds, we provide the opportunity to put fires out while they are small, or other appropriate responses. Thus, by one single act of deploying one small GEO satellite, focused only on small fires, we greatly reduce the impact of wildfire devistation.In 2013, the US Forest Service teamed with US Department of Defense to demonstrate the effectiveness of the CHIRP sensor to detect small fires in California. During the course of a week in which 14 fires started, CHIRP detected them all, and in 13 of the 14 cases did so before other detection systems. PROJECT HALO will be DEDICATED to reporting fires that are small. PROJECT HALO will be led by non-government, philanthropic funds. With the PROJECT HALO team's current hands on experience, and CHIRP program legacy, we consider deploying the PROJECT HALO satellite a "sophomore" project.A PROJECT HALO satellite will be staring at the same spot on the earth, waiting, watching for fires to start 24 hours a day, 7 days a week, 365 days a year. The coverage area of a single GEO satellite can be 2/3 of the US, or Canada or a part of Africa. We will be using proven concept of operations (CONOPS). The PROJECT HALO founding team has over 100 years of earth observation with CHIRP, US Space Force, DOD agencies, NASA and other programs.Led reactivation efforts to repurpose CHIRP payload to move from DOD mission success to be dedicated to identify small fires. Pathfinder for developing/testing Space Based Tactical ISR prototype that led to satellite constellations now called "BlackJack". Actively supporting US Space Force.Was a co-founder of the Hypersonic Attack Cruise Missile Program (HACM) within the DOD. Developed program basics others basics from analysis, program elements, system engineering, integration, testing and messaging. Provided, direct, daily, onsite technical and planning support in the Pentagon to the Military Deputy in SAF/AQR. Led hypersonic efforts at various levels of AF and OSD. Awarded the National Aeronautics and Space Administration’s (NASA) highest civilian award, the Distinguished Public Service Medal. Inducted to the International Space Hall of Fame as a member of the DC-X Team. Member of the University of Maryland "M" Club.
