Survey Party Chief
1983-2020: Federal Civilian employee with the U.S. Army Corps of Engineers, Baltimore District, under the direct duty of Operation Division/Navigation Branch as a Hydrographic Survey Technician GS-02 (Summer hire) from May 1983-1984. GS-03 (Summer hire) from June 1984 to 1985. Hired permanently June 1986 as a GS-05. Promoted to a GS-06 in 1989. And GS-08 in 1993. My career highlights include:• Performed hydrographic surveys of Baltimore Harbor as the primary Party Chief providing quality assurance bathygraphy surveys which involved annually $10-15 million-dollar private public contracts and overseeing proper work completed by contractors to the government before final payment is made.• Extensive knowledge of the Chesapeake Bay watershed and tributaries especially on the Eastern Shore of Maryland, Delaware and Virginia. • Successfully completed two 120-day details in Hazardous Toxic Radioactive Waste (HTRW) Branch of USACE to expand my knowledge of Project Management while being mentored by senior project managers in the monitoring of previous used USACE NIKE sites in the state of Maryland and Delaware for primary ground water contamination testing. • Served as Project Manager (PM) in the Navigation Branch of USACE for a 120-day detail while being mentored by upper-level management on multimillion dollar government contracts that are awarded to private dredging companies in Baltimore Harbor and the Chesapeake Bay watershed. • Held an official United States Government credit card (IMPAC) with a monthly credit limit of $50K
