Using independent judgment, supervise personnel engaged in the 24x7 operation of the Electric and Gas Transmission systems and personnel engaged in the dispatch function in the Control Center. Actively participate in the hiring process to fill vacancies of direct reports including but not limited to development of personnel requisitions, review of posting descriptions, review of resumes, participation in interview teams, and development of recommendations. Monitor the progress of direct reports in the System Operations Initial and Continuing Training Programs and develop and implement corrective actions as necessary up to and including discipline. Manage the progressive discipline process of direct reports up to and including if necessary suspension and/or discharge. Perform short- and long- term reliability assessments utilizing the State Estimator (SE) and Contingency Analysis (CA) to identify any potential System Operating Limit (SOL) exceedances or cascading outages. Develop the Daily Operating Plan in advance of in-day and implement changes to the Daily Operating Plan in-day for changes in system conditions. Exercise decision-making authority and take and/or direct any and all actions necessary to maintain the safe and reliable operation of the Electric and Gas Transmission systems. Maintain proficiency with all regulatory agency and other reporting requirements including DPS, DOT, NPCC, NERC and NYISO. Ensure the highest levels of safe work practices are observed to strive for an accident and injury free workplace. Maintain proficiency and compliance with all NERC Reliability Standards assigned to System Operations based on the Company’s entity registration-type. Maintain DOT Gas Operator Qualification by successfully completing the DOT Gas Operator Qualification Examination every 3 years. Maintain NERC Transmission Operator Certification by completing the required number of NERC Continuing Education Hours every 3 years.

Under general supervision2, review and approve if acceptable in accordance with the Manual of Safe Practices and applicable System Operations’ operating documents, all Electric and Gas Transmission3 outage and switching requests and coordinate with Customer Services, Operations Services, neighboring Transmission Owners, and the NYISO (New York Independent System Operator) to schedule all approved Electric and Gas Transmission outage and switching requests. Utilize the Transmission Security Management (TSM) software for real time State Estimation (SE) and Contingency Analysis (CA) and Transmission Outage Application (TOA) for preparing and scheduling all electric and gas Transmission switching and valving orders. Process pre-scheduled Distribution Switching Order notifications by verifying the required Distribution Operating Authority (DOA) or Designated Distribution Operating Authority (DDOA) approval signatures, verifying no conflict with existing and approved Transmission switching and outage requests, and entering the Distribution Switching Order information in TOA for notification to affected parties. Assemble and submit all applicable operating data including but not limited to outage and generation schedules and load forecasts required for Management to develop the next-day Daily Operating Plan. Respond to and assist with the operation of the Electric and Gas Transmission systems when directed by Management. Perform the responsibilities of the Company’s NERC TADS (Transmission Availability Data System) representative and develop and submit all TADS reports in accordance with NERC requirements. Maintain proficiency and compliance with all NERC Reliability Standards assigned to System Operations based on the Company’s entity registration-type.

Under general supervision5 of a Chief System Operator, prepare, review, approve, and execute Transmission Switching and Valving Orders in accordance with the Manual of Safe Practices and applicable System Operations’ operating documents. Under general supervision exercise decision-making authority and perform the functions of a real-time operating position including but not limited to monitoring the pre- and post- contingency voltage and power flow parameters of the Electric Transmission system and pressure and flow rate parameters of the Gas Transmission system. Under general supervision adjust Transmission system resources to maintain these parameters within established limits and promptly acknowledge and respond to system alarms. Utilize the Transmission Security Management (TSM) software for real time State Estimation (SE) and Contingency Analysis (CA) and Transmission Outage Application (TOA) for preparing all electric and gas Transmission switching and valving orders. Under general supervision, monitor the status of Distribution system elements via the existing Energy Management System SCADA and notify the Distribution Operating Authority (DOA) or Designated Distribution Operating Authority (DDOA) as appropriate. Notify the DOA or DDOA and operate via supervisory joint-jurisdiction devices (i.e. TD devices) for Transmission system requirements. Monitor access to the Primary Control Center (or Alternate Control Center if applicable) in accordance with the Company NERC CIP Cyber Security Policy. Develop regulatory agency reports when directed by Management. Maintain proficiency and compliance with all NERC Reliability Standards assigned to System Operations based on the Company’s entity registration-type.
