Currently overseeing federal funding to Delaware from the Bipartisan Infrastructure Law for broadband, water, energy, resilience, roads and more. Interact with White House infrastructure office, federal agencies, National Governors Association and infrastructure coordinators in other states to understand and shape implementation. Also coordinate allocating federal American Rescue Plan Act funds to more than 200 projects. Serve as primary contact in-state with congressional delegation staff. Work on streamlining state regulations and permits related to economic development. Coordinated successful legislative initiatives on offshore wind procurement and traffic safety in 2023 and 2024. Heading up office’s transition efforts to convey administration to next Governor in January 2025.

Redeployed from DNREC to state public health agency for four months during COVID-19 pandemic to assist with communications, including preparation of weekly briefings by Gov. John Carney and Public Health Director Dr. Karyl Rattay, and to help stand up mobile vaccination clinics, including creation of online sign-up systems for vaccine appointments.

Working for Attorney General Matt Denn (2015-2018) and Attorney General Kathy Jennings (2019-2020), advised on and directed communications and messaging, legislative relations, policy, budget and operations for the Delaware DOJ. Created communications strategy and direct media response regarding public policy issues, criminal cases and investigations, state government issues, consumer protection and more. Directed department website, social media and publications. Directed Freedom of Information Act responses and release of Attorney General FOIA opinions. Directed and conducted legislative relations involving bills and budget issues in General Assembly, including preparation of annual operating budget and capital request. Oversaw fiscal, personnel, facilities and IT staff for 480-employee agency. Represented DOJ on Delaware Justice Information System Board of Managers and Neighborhood Building Blocks Fund Board.

Provided government relations representation in Delaware for clients of Wilmington, Del. office of national law firm. Clients included AstraZeneca, Firefly Music Festival, Gift of Life Foundation, St. Francis Hospital and Westown Movies.

Served Gov. Jack Markell as legislative liaison for four years and as deputy chief of staff for one year. Was Governor’s primary contact with members of the General Assembly and coordinated legislative strategy and activity among all executive branch agencies. Advised on media response and messaging. Served as the Governor’s crisis response contact for hurricanes, snowstorms and public health issues, including in decision-making roles on statewide emergency calls and in state emergency bunker. Acted as Governor’s Office liaison to fire service and local governments.

Responsible for communications and outreach, along with policy advice, for Insurance Commissioner Matt Denn. Focused on creating coordinated brand and messaging for the Insurance Department, including rewriting and redesigning every department outreach publication, overhauling website and creating auto insurance comparison online tool.

Served Governor Ruth Ann Minner as chief media spokesperson, interacting daily with reporters on all issues facing state government and planning events and media strategy. Was main writer for Governor, authoring speeches, news releases and publications, including serving as lead on five State of the State addresses and two inaugural addresses. Coordinated media and outreach activities among all executive branch agencies.

Implemented strategy and tactics and supervised staff for 2000 election of Delaware’s first woman governor, as well as for her re-election in 2004. Coordinated team of media, polling and mail consultants as well as in-state advisors to implement television, radio, mail, website and grassroots campaigns. Served as primary writer of media and other messaging materials for campaign. After election, served as Transition Director overseeing preparations for Minner to take office.
