Ephemeral Black Rock City is a Program-Based Virtual Community that, relative to the untold invested hours of human labor, creativity, and capital, is physically manifest for only a fleeting instant. BRC as a phenomenon is emblematic of how creativity and innovation have replaced physical redevelopment planning and capital investment as the true drivers of community development and urban revitalization.
