Interfaced with Senior Leaders of the ABCA Armies, HQDA, ASA (ALT), PACOM, USARPAC, RDECOM Centers, PEOs, Program/Product Managers, TRADOC Centers and Schools, ODC, and laboratories.

Selected Army PM from a pool of over 500 candidates in direct competition for 41 positions for an Acquisition Category (ACAT) - 1C Program; included both the High Mobility Artillery Rocket System (HIMARS) and the Multiple Launch Rocket System (MLRS/M270A1) to include the five-nation MLRS International Cooperative program between the USA, UK, Germany, France, and Italy. Led and directed the activities of over 200 civilian acquisition professionals in a matrix organization. Responsible for and executed an annual budget in excess of $400M and $1.9B+ over the Program Objective Memorandum (POM). Added combat capability to the Army by accomplishing the Total Package Fielding of 8 HIMARS Battalions successfully. Conceptualized, created, and subsequently gained support of the Launcher Strategic Reinvestment Analysis which injected $850M to address obsolescence and crew survivability for the M270A1 through a focused modification effort to keep the fleet in service through 2030. Planned and implemented a modification program that leveraged other government Product Manager Offices to gain cost savings and efficiencies. Established an innovative overhaul program at an Army depot that leveraged three different types of funding which freed up millions of dollars for other Army Programs as well as protected these dollars against budget cuts.

Addressed programmatic and budget issues relative to the Army’s Bradley Infantry Fighting Vehicle (ACAT-1C) and the Army’s M113 Family of Vehicles as the primary coordinator for the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)). Consulted with and advised senior leadership on all matters pertaining to Army planning, programming and budgeting process. Coordinated and defended the Army actions, decisions, and positions. Championed the Bradley modernization strategy through the 10-15 POM process for the Program Manager that resulted in gaining critical funding to sustain the formation.

Worked directly for the senior leader who was ultimately responsible for an organization of over 750 personnel and an annual budget of $2.4B and over 375 programs. Oversaw a broad range of day-to-day operations from strategic communications, which included executive correspondence, reports, briefings, and speeches.

Responsible for the development, testing, procurement, and fielding of the Army’s “own the night” soldier equipment, which included Night Vision Goggles (NVGs), Thermal Weapons Sights (TWS), Aiming Lights and Illuminators, and Laser Designators. Led a Team of over 50 personnel in cost, schedule, and performance with an annual budget over $500M as both the Assistant Program Manager and Acting Deputy Program Manager.
