Military Advisor
CurrentServes as a military advisor in the Office of Security Negotiations and Agreements (PM/SNA), supporting its global mission to strengthen the nation's security partnerships. Responsible for coordinating the negotiation of international agreements to facilitate the deployment and movement of U.S. forces and materiel abroad and provide legal protections for U.S. service members operating overseas.Synchronizes the U.S. Government's negotiation of status of forces agreements (SOFA), defense cooperation agreements (DCA), cost-sharing special measures agreements (SMA), facilities access agreements, transit and overflight arrangements, and state flights agreements. Coordinates policy reviews and approvals for logistics agreements, such as acquisition and cross servicing agreements (ACSA), which are normally negotiated by the Department of Defense. Drafts cables, diplomatic notes, action memorandums, international agreements, and information papers in support of the Circular 175 Procedure (C-175), the State Department’s internal process for negotiating and concluding international agreements.Coordinates with the National Security Council, Office of the Secretary of Defense, DoD's Office of General Counsel, the Joint Staff, State’s regional bureaus, State’s Office of the Legal Adviser, U.S. Embassies, and the geographic Combatant Commands to integrate a whole-of-government approach to security negotiations.
