The Healthcare and Public Health Sector Coordinating Council brings together the several sub-sectors of the healthcare industry in collaboration with the government – principally the Departments of Health and Human Services, and Homeland Security - to develop and implement evolving ways to strengthen the sector’s security and resiliency against cyber and physical threats. The healthcare and public health sector is one of 16 critical industry sectors identified under Presidential Policy Directive 21.

The Information Security and Privacy Advisory Board (ISPAB) was originally created by the Computer Security Act of 1987 to: - Identify emerging managerial, technical, administrative, and physical safeguard issues relative to information security and privacy;- Advise the National Institute of Standards and Technology (NIST), the Secretary of Commerce and the Director of the Office of Management and Budget on information security and privacy issues pertaining to Federal Government information systems, including thorough review of proposed standards and guidelines developed by NIST. - Annually report its findings to the Secretary of Commerce, the Director of the Office of Management and Budget, the Director of the National Security Agency and the appropriate committees of the Congress.

Gregory (Greg) T. Garcia served as the nation’s first Presidentially-appointed Assistant Secretary for Cyber Security and Communications (CS&C) for the Department of Homeland Security, from October 2006 to December 2008. Garcia led the strategic direction of CS&C, overseeing the National Cyber Security Division, the Office of Emergency Communications and the National Communications System. Over the course of his two years in office he worked with the Congress and Administration to drive the growth of the organization from a ~$295 million budget in FY 2007 to ~$495 million in FY 2009 and nearly doubled the number of government employees under his authority.
