Program Management & Implementation• Staff Ohio Coal Development Office, which awards annually ~$5-20 million as grants• Oversee active and newly selected coal consortium and demonstration projects• Facilitate the Ohio Coal Technical Advisory Committee, including public meetings• Manage process to ensure received coal proposals are adequately reviewed, scored and any deficiencies are addressed prior to recommendation/rejectionProgram Development• Develop budgets and instructions for competitive solicitations for coal projects• Create programmatic guidelines for project selection and rejection procedures• Craft recommended program priorities, direction, and purposes to management• Provide strategies to accomplish priorities, based upon industry surveys and programmatic strengths• Apply to Federal competitive & direct allocation solicitations to receive fundingGrant & Contract Management• Assist in the execution of contracts and grants• Monitor and report program and project progress• Review and approval monthly/quarterly requests for progress payments• Process and review requests for grant modification • Ensure and facilitate grantee compliance with state and federal regulations• Provide briefings to management regarding grant policies and procedures Energy Research & Policy• Draft trend studies looking at sources of energy, consumption, emissions, price, production, availability, and alternatives in Ohio• Summarize and compile analysis of state and federal policies as they relate to Ohio priorities• Provide long-term guidance & analysis for advanced energy programs• Share research and information with local governments, state agencies, and organizations• Track federal and state legislation• Meet with and process information requests from elected officials and the general public• Represent the Office at conferences, events, and on calls
