Real Time Crime Investigator (Lariat)

The Real-Time Crime Center established to help diminish the threat to law enforcement by finding immediate and critical intelligence. This new unit was based on the revolutionary concept of delivering tactical crime information to officers and detectives in the field - in real-time, while the criminal event was being responded to while enhancing their situational awareness during an in-progress crime or incident, or during the initial phases of the investigation. Tactical Analysis Coordinators (TACs) communicated directly with officers and detectives in the field using multiple mediums and secure complex data basis. However, the work was not considered to be a dispatcher function. I monitored incoming 911 calls, radio traffic on five separate police channels, phone calls, emails, and instant messages from our mobile data computer (MDC) to determine if the incident could benefit from any services provided by the Real-Time Crime Center. Upon notification of a major crime or incident in progress, I began appropriate investigative steps such as name or telephone number searches and inquires in the appropriate data system, perform link analysis on any persons associated with the incident, determine any relevant prior events that may have occurred in the vicinity of the crime or incident. An essential function of my job was to extract relevant information rapidly, process it for actionable intelligence, and immediately communicate the intel to responding police officers. It was critical to clearly and concisely communicate the information. The exploitation of social media was used during all stages of an incident to support tactical operations. Other assistance included the creation of maps or orthophotography displays. I maintained strict regulatory compliance throughout all operations. The Real-Time Crime Center was initially a grant-funded program; local funding for the crime center was terminated, due to budget cuts, in December of 2016.

It was imperative to create and maintain a relationship with the community as well as other governmental stakeholders. I was able to help youth with the partnerships I developed. The Holiday Helpers program has continued for ten years and was designed to provide disadvantaged children an opportunity to go Christmas shopping with law enforcement. I conducted background investigations and assisted on oral boards. Court room security was an essential function of the CSO which required me to be in uniform and armed. My duties also included assisting in the evidence room and crime scene investigations.

I recruited conducted background investigations on most of the twenty-seven different job classifications within the Pierce County Sheriff’s Department. I led in person investigative interviews of applicants for the purpose of determining suitability of employment with a law enforcement agency. It was essential to be aware of verbal and nonverbal indicators of truthfulness such as facial expression, voice tone, gesture, body movement, and posture. References provided by the applicant would be interviewed in person, email, or telephone. It was my responsibility to gather secondary references by verifying, and analyzing; personal, professional, financial, educational documents and certificates. Furthermore, I gathered government records from jurisdictions from which the applicant resided. There was great value in open sources and social media for verification on inconsistencies. I also coordinated a hiring time line by scheduling numerous candidate meetings such as the pre-oral board, oral board, psychology test, polygraph, medical clearance and conditional offer of employment. I had to analyze my investigative results and draw logical and objective conclusions. It was important to maintain a disciplined schedule and work with limited assistance. My final recommendation was delivered verbally to several members of the hiring unit, to include the Chief, as well as in concise detailed written report of my analysis.
