I provide training, support, and assistance to large non-profit, local community-based organizations, and faith-based organizations to seek and secure federal, state, and local funding. I assist program implementers in improving their delivery of services through monitoring, evaluation, and learning activities, leading to improved processes and outcomes.

University Research Co. LLC (URC) is a global professional organization dedicated to improving the quality of health care, social services, and health education worldwide. As project director, I developed and led United States Department of Education and United States Department of Labor funded projects designed to assist America’s most vulnerable populations, including migrant farmworkers, improve their education and health outcomes, achieve their employment gains, access rehabilitative care, and improve their positive health-seeking behaviors in addressing substance use disorders, reproductive health, and mental health issues. I worked with local agencies, governments, school districts, and colleges to address disparities and improve systems so that all people are included in critical services. I led comprehensive needs assessments in three large California K-12 regions, serving tens of thousands of students. As a senior manager, I led and supported URC initiatives to reduce gender violence, strengthen health systems, improve education, and strengthen resilience in several countries, including Afghanistan, Cambodia, Philippines, Bangladesh, Thailand, Lesotho, and Jordan. I conducted workshops on opioid addiction and prevention, and behavioral economics. Cross-cutting technical areas include improving national, community, and household resilience as part of health systems strengthening, applying systems thinking to solve problems, effectively using applied behavioral economics to improve the delivery of health and education services, quality improvement methods, and culturally appropriate capacity building. Specific technical areas include adult education, migrant education and health, workplace training, intimate partner violence prevention, gender-based violence prevention, and prevention and mitigation of workplace sexual violence, substance abuse prevention, HIV prevention, and chronic non-communicable disease prevention.

McDaniel College is a liberal arts college with a strong graduate program. As an instructor, I taught Introduction to Philosophy, Critical Thinking, Ethics, Conflict Resolution / Peace Studies. With funding from the United States Department of Education and the National Security Agency, and administered through the Center for Human Services (the non-profit affiliate of URC), I led a dynamic team in developing a graduate-level teacher training program in Bilingual Education / TESOL for K-12 instructors, and a program to reduce high-risk drinking (Office of Safe and Drug-Free Schools). Through funding from the National Security Agency, and in coordination with Common Ground on the Hill, I led the development of a graduate-level teacher training program for instructors of critical languages, i.e., Arabic and Chinese.
