The importance of the sharing, or “peer-to-peer”, economy has increased in recent years, together with the growth of the information technology, notably its most common tools such as dedicated websites and mobile apps. This emerging sector of economy is involving both challenges and opportunities, particularly for local self-government bodies, that often lack the ability to manage the complex and multi-faceted issues related to this new development.In the housing market, new sharing platforms enable direct contact between owners and renters, resulting in increased demand, flexibility, savings in management fees and paperwork. The report will examine how to reconcile these developments with Member States obligations under Article 9 of the European Charter of Local Self-Government, notably the ability of local authorities to raise their own revenue.

The Governance Committee is responsible for legal and political issues relating to the effective development of good governance and democracy at local and regional levels. Its work focuses on promoting the implementation and development of the Council of Europe's legal instruments and recommendations in the field of local and regional democracy. In the framework of its mandate, the Governance Committee prepares reports, including a resolution and/or recommendation for adoption by the Congress. In accordance with the priorities set by the Congress, it may also propose activities to the Bureau for advancing local and regional democracy, and organise conferences, hearings and other events on matters linked to its work programme.

The CoE Congress is a pan-European political assembly, the 648 elected members of which hold elective office; they are regional or municipal councillors, mayors or presidents of regional authorities, representing over 200,000 authorities in 47 European states. I am full member of the CoE Congress as part of the Romanian delegation.

2017: Finland, North Macedonia 2018: Bosnia and Herzegovina, The Netherlands, Slovenia2019: Turkey, Republic of MoldovaThe Congress of Local and Regional Authorities has been taking part in the observer missions for local elections in the 47 Council of Europe member countries and, sometimes beyond, since 1990, and has conducted almost 100 election observation missions to date. Observing local elections is one of the Congress’s action priorities. This activity complements the political monitoring of the European Charter of Local Self-Government, which constitutes the cornerstone of local democracy in Europe.The observer missions are conducted at the official request of the national authorities concerned (eg a ministry or the Central Electoral Commission). On receipt of such a request, the Congress sets up a delegation responsible for observing the election, normally comprising between 10 and 15 of its members (elected representatives of territorial communities in the 47 Council of Europe member states).Before the day of the election, several meetings are held to assess the state of electoral democracy, with the participation of governmental institutions, local and regional elected representatives, representatives of the public administration (electoral commissions), political parties (government and opposition), the media, diplomatic circles and civil society.

As Vice President and member of The Bureau I am responsible for the preparation of the plenary session of the Congress, the co-ordination of the work of the two Chambers, the co-ordination of the work of the statutory committees and of the ad hoc working groups, preparation of the budget and the balanced allocation of budgetary resources between the Congress and the two Chambers.

The county council directly coordinates more than 20 public institutions with 3000+ employees. As one of two Vice Presidents, I am responsible for the coordination of the council's directorates for economic and urban affairs and also in charge of tourism and economic development. It is a problem-solving position, that requires high level of creativity, to discover the origins of the numerous problems and find the proper solutions.

At the Ministry of Environment, Water and Forests - National Agency for Environmental Protection I had the opportunity to work as an adviser to the president of the Agency, being ranked secretary of state.
