Targeting Analyst/Target Developer

Targeting Team Lead contractor for US Army Central Command. Responsible for reports, presentations, planning, training, certification, standardization, work flow, and time sheets of two subordinates. The U.S. Army Central Command Operational Targeting Support Services contract, located at Shaw AFB, SC, provides Strategic and Operational Joint Targeting support to the G34 Fires Staff Division. Provides services that assist in target production, associated supporting documents, target research, target collateral damage estimates, target related presentations, integration of new targeting technology and computer based applications, administration of targeting certification programs, target coordination within USARCENT staff and subordinate units, and external target coordination with other service components.This position required me to maintain a Top Secret/SCI clearanceFocused on advance target development for military planning. Responsible for Target Material Production (TMP) and Target Management. Experience with retrieving imagery from NGA/CGVS for targeting. Able to provide weaponeering solutions using Joint Weaponeering Software (JWS) for ATACMs, GMLRS and other conventional munitions. Experience in updating Electronic Target Folders (ETF) and creating target list in Joint Targeting Toolbox (JTT). Conducts Weaponeering, Collateral Damages Estimate (CDE) and Target Coordinate Mensuration (TCM) using SOCET GXP and DIEE tools in the CENTCOM AOR. Certified in point mensuration using SOCET GXP for TMP. Experience in Joint planning process and preparing for Strat/TET/MAAP for contingencies and operational plans at the SCI level. Prepared presentations and briefings at the GO level and senior Joint Leaders.

Field Grade Warrant Officer responsible for integrating the commanders intent into the joint targeting process in order to effect enemy Tactical Ballistic Missile (TBMs) systems in the CENTCOM AOR. Advises Attack Operations on commanders targeting priorities, methodologies and system capabilities.- Planned and synchronized Army air and missile defense operations with senior military and civilian leaders from CENTCOM, ARCENT, and AFCENT.- Assisted AFCENT A-2 Targeting TBM team in the development of preplanned and immediate targets in support of Offensive Counter Air operations in the Air and Space Operations Center (AOC).- Refined targeting products with outside intelligence agencies for TBM threats in the CENTCOM AOR.- Integrated intelligence from the AAMDC G-2 all-source analysis section with AFCENTs A-2T TBM team and the Senior Intelligence Duty Officer (SIDO) in the AOC for Red, Blue and Virtual Flag Exercises, AFCENT AAMDC Exercises and other joint kill chain exercises.

Served as Targeting SME, advised and consulted in support of the IPO on the application of the Army Targeting Methodology. Instructed the necessity to match targets with lethal and non-lethal operational capabilities and ensuring all Fires and Targeting efforts are compliant with the Law of War (LOW), adhere to the Rules of Engagement, approval authorities, and are in accordance/compliance with Joint Fire Support and Joint Targeting Doctrine, DoD Instructions, Chairman of the Joint Chiefs of Staff Instructions, Combatant Command Instructions, CCDR guidance, Collateral Damage Estimation, and applicable directives/orders/doctrine. Facilitated the education of targeting for the Functional Area 30 (FA30) Information Operations Officer Qualification Course and provided recommendations to IPO doctrinal publication efforts related to targeting. Responsible for developing and integrating Information Operations (IO) in to the Warrant Officer Education System. Assisted the IPO Leader Development, Education and Training efforts’ in the development of IO training, task and material for TRADOC and FORSCOM units. - Completed the Information Operations Qualification Course- Developed the Targeting Chapter of the Information Operations Field Manual 3-13 (Jan 2013) - Evaluated and provided recommendations to the Fort Sill Tactical Information Operations Course and the targeting portion of the targeting 131A Warrant Officer Basic Course allowing them to update course material so that it is in line with current doctrine. This provided the IO Proponent additional and effective insight to further Inform and Influence Activities PME development and implementation. - Developed collective tasks and individual training tasks for Inform and Influence Activities, provided input for the FA30 job analysis survey, and prepared that data for future critical task and site selection boards- Developed Program of Instructions into the Army’s Training Development Capability domain

Responsible for all Division Electronic Attack operation in the Division Task Force AO during OIF 10-12. Integrates EW into the targeting process and advises the Division ECOORD on the technical and tactical employment of Joint EW systems. Coordinates and synchronizes brigade efforts consistent with the commander’s intent that involves a cycle of close planning, execution and analysis.- Resolved conflicts with RTLs and NSL targets for all Division Airborne Electronic Attack (AEA) operations in the division area of operations in support of over 25,000 soldiers during Operation Iraqi Freedom in 2010.- Managed over 2,700 Electronic Warfare Systems valued at over 280 million dollars for six brigades.- Provided expert technical and tactical operational support to the Task Force staff and subordinate unit personnel by tracking, managing, and fielding of CREW systems and related equipment in over 4,000 vehicles.- Assisted in the development of the Divisions EW SOP including both CREW and AEA which became the standard for all units within the Iraq joint Operational Area of Operations.

Responsible for the synchronization of Firefinder Radars, EW Platforms, Human Targeting, and Special Access Programs for the Brigade. Assist the Brigade Fire Support Officer in developing plans and orders that support all lethal, non lethal, and brigade level operations. Charged with ensuring fire support members know and understand advanced imagery and Collateral Damage Estimate (CDE) mitigation tools, Target nomination and JADOCs.- Interpreted the commanders’ intent and developed a targeting strategy to engage stakeholders and adversaries that effectively supported the organization's mission and reduced attacks by 90%.- Coordinated with the intelligence officer and operations officer in order to plan actions against terrorist and insurgent organizations during Operation Iraqi Freedom 2007-2008.- Monitored terrorists and insurgents operating in the area and developed plans of action that allowed subordinate organizations to accomplish their mission by capturing of several brigade and division HVTs.- Coordinated with Project Managers to train lower echelons on Precision Strike Suite for Special operations Forces and Lightweight Counter Mortar Radar.- Recognized by the Division SAP Officer for having the best brigade level program.
