On-boarded new Heads of Units on internal procedures and established new structures. Restructured IT Operations by hiring a new Head of Unit, implemented a 24/7 on-call system, and added qualified colleagues.Public Procurement: Management and decision-making on public procurement for enterprise-level IT solutions (approx. EUR 3.9 million yearly).Document and Knowledge Management: Responsible for large-scale (over one million per year) digital document management on taxation and others.Digital Workflows: Implementation of open-source workflow systems for internal processes used by all departments. Oversaw the operation and/or development of over 80 customised or self-developed on-premise systems serving 900 employees. New website for the City. Designed and implemented the IT infrastructure for Budapest's largest citizen consultation project, engaging 1.4 million citizens with a turnout of 136,000.Legal Skills: Drafted and implemented the country's first local law on participatory budgeting, adopted in September 2023 after thorough engagement with civil society and analysis of French and Polish examples. The participatory budget of EUR 2.6 million yearly has been managed under my leadership, with a significant turnout of 25,000 last year.Artificial Intelligence: Cooperation with the Hungarian Institute for Legal Sciences on the impact of new regulatory regimes on AI and data for City Hall.

Rule of Law and Independence of the Judiciary: Responsible for the file on safeguarding the independence of administrative courts in Hungary in 2018-2019. Co-authoring reports: co-organising conferences. Maintained close communication with EU institutions, the Venice Commission, embassies, and governmental bodies in both the EU and the US.Advocacy and Training: Served as the coordinator for a EUR 400,000 EU-funded project spanning four countries dedicated to promoting the use of plain language in criminal procedure. Conducted training sessions for attorneys, police officers, and other stakeholders. Additionally, managed a EUR 90,000 project to prevent incarceration for minor offenses and promote community service use.Legal Drafting: Advising on a significant preliminary reference to the Court of Justice of the European Union.
