In my role as Director of Operational Effectiveness at Liberty Utilities, I led a cross functional team responsible for all operational technical training & operator qualification programs, facilitated the development and Implementation of policy, process and procedure review and improvement projects, and drove the harmonization of quality assurance/compliance programs across Liberty’s Natural Gas, Electric and Water/Wastewater regulated companies operating in 13 US States and the Province of New Brunswick, Canada. Most recently, I successfully facilitated the development a $5M+ business case initiating the establishment of an API RP 1173 Pipeline Safety Management System for Liberty’s Gas companies and led the initial GAP analysis and maturity assessment.

Through the course of my tenure with the the Atlantic Common Ground Alliance (ATLCGA), I served in several leadership roles including: ALTCGA Steering Committee (Founding Member and Chair), ATLCGA Board of Directors (Founding Member and Chair), and represented ALTCGA on the Canadian Common Ground Board of Directors (CCGA). ATLCGA is an voluntary open membership organization which represents the interests of our members and external stakeholders within the provinces of New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland & Labrador in striving to improve public safety, protect workers, preserve the environment, safeguard underground infrastructure, and maintain the integrity of public services by promoting effective damage prevention practices for buried infrastructure across the Atlantic Canada. As a regional of the Canadian Common Ground (CCGA), ATLCGA benefits from open collaboration with the other six regional partners covering the rest of Canadian. Atlantic Canada's "Click Before You Dig" Locate Notification service, Atlantic Dig Safe, is organized and directed by the ATLCGA.

As the ATLCGA's representative on the Canadian Common Ground Alliance (CCGA) Broad of Directors, I was able to ensure that ATLCGA members's voices were included, heard and considered across all regions across Canada. I served on several committees through this period including the CCGA's Damage Prevention Best Practices and Damage Information Reporting Tool (DIRT) Committees. I also served as Chair of CCGA Board of Director from 2018 - 2021. The Canadian Common Ground Alliance is the national voice of Canada's Regional Partner Common Ground Alliances dedicated to working toward damage prevention solutions that will benefit all Canadians. Through a shared responsibility among all stakeholders, the CCGA works to reduce damages to underground infrastructure ensuring public safety, environmental protection, and the integrity of services by promoting effective damage prevention practices.

In my role as Manager, Safety & Operational Reliability, I was responsible for development and implementation of our Safety & Environmental programs, Technical Training & Operator Qualification programs, Field Quality Assurance program, Pipeline Integrity and Damage Prevention Programs, Emergency Preparedness, Distribution System Planning and Records development, and all related departmental planning and budgeting. Achieving across all these areas required building strong productive relationships across all levels of all levels of our local and corporate structures. - Employing a positive proactive approach and a continuous Improvement mindset, my colleagues and I were able to implement many new and updated safety training programs, increased safety awareness, and rollout safety recognition initiatives. Through this period, we also standardized our approach to incident and near miss investigations with a focus toward root cause analysis and corrective actions. These changes led to improved safety culture survey results, year over year improvements in safety matrices and no LTIs. - Utilizing data from field quality assurance audits and the results of our annual distribution system conditions surveys as assurance that our regulatory requirements and corporate standards were, and continue to be, met during construction and maintenance of EGNB’s distribution system. All identified deficiencies were addressed, tracked and included in future training events as a continuous improvement initiative. - Ensuring industry Damage Prevention best practices were consistently being applied across our internal processes and procedure as well as proactively engaging with all local and regional stakeholders, regulators, and government officials enabled EGNB to maintain a leading Damage per 1k Locate rate across our New Brunswick facilities.

In my role as Construction & Maintenance Manager, I was accountable for all aspects of the construction, maintenance, operation and safety of the natural gas distribution system in New Brunswick. I successfully developed and managed annual O&M and Capital budgets, led EGNB’s field operations team including management of all inspection and construction staff, administered construction contracts and developed/managed multiple external relationships including provincial Emergency Management Organizations, New Brunswick regulatory bodies, other utilities and municipal operational leadership. During this period in response to maturing market conditions, I led a review, redesign and reorganization of EGNB’s Construction and Maintenance operational model including all tendering and contract negotiation with our contractor network. This reevaluation of EGNB’s C&M operating model design resulted in significant reduction in annual O&M costs and an improved allocation of EGNB year over year capital construction spend.

In my role as an Operations Superior, I was responsible for the all aspects of the construction, maintenance, operation and safety of the natural gas distribution system in the Greater Moncton Area. My scope included managing inspection & damage prevention staff, administrating construction contracts as well as developing and maintaining positive and productive external relationships with our customers, municipalities, regulators, fire departments, local excavation/construction community, and the other utilities. This role included maintaining regional 24 hr emergency response capabilities as well as the delivery of natural gas response training to local emergency services (fire, police, and municipal staff) and excavating stakeholders.

As a project manager, I successfully led all activities related to a wide variety of environmental & civil projects including environmental site assessments, site remediation, environmental permitting, hydrogeological investigations, environmental protection planning, environmental effects monitoring, solid waste management and air quality projects. Also served as a senior field inspector on environmental and geotechnical investigations, materials control activities and large construction projects including all aspects of natural gas distribution systems.

As a field technologist, I was responsible for all aspects of field work, site management, and reporting on environmental projects; supervision of remedial works; construction, monitoring, and maintenance of remedial systems; supervision and implementation of Quality Assurance/ Quality Control programs for construction projects such as sanitary solid waste facilities and municipal improvement projects.
