The new framework of necessary relations between one society and armed forces inserts into a democratic Estate, demonstrated a series of shortcomings and empty spaces that POLSEDE proposed to work. The most important, regarding to the technical unknown that was evident in the security and defense: political leadership weakness, to design, negotiate and implement the public policies necessaries to the reform of the security sector of the Estate; weakness of the institutions of the society in the conceptual management of the theme; and the poor capacity of propose and the articulation by the organizations of the society against the estate authorities. The second one, what concerns to the relations between armed forces and society: persistence of mistrusts and mutual disqualifications resulting from the polarization caused from the intern armed conflict; mistrust, disinformation, disorientation, and different levels of resistance to the transformation of the military institution, and own difficulties of all actors for political dialogue derived from the polarization and social fragmentation.This motivates the need of a course that allows to give the parameters and knowledge to the participants of the diverse sectors of the project. It was planned, designed and implemented a course that answers to it, with the participation of lecturers, mostly from out of the country. All of this after the first phase of the BoG, where we had representatives of diverse sectors (government, military, politics, academics, university students, indigenous, human rights groups and researches), which showed ignorance of the problem of defense and security.

As Political Advisor in the politic and administrative organ by excellence of the Republic Presidence, had the responsibility to start the process of institutional modernization, that includes the personnel, information technology and purchase equipment for archiving and subsequent publication of the laws that the President subscribes with his sign that came from the Legislative Branch, the Agreements and Government Acts that was broadcast from the Secretary. Advised the Secretary General of the Presidency with regard to the political scope of the laws, agreements and Acts. I had the responsibility of being the liaison with the legislature, for the monitoring of the proposals that were sent for discussion, for subscription and discuss political aspects of the laws.
