I am responsible for the development and application of company's spectrum strategy, with focus on the CIS region and partly on Europe.

The European Communications Office (ECO) is the permanent office of the CEPT, an organisation where policy makers and regulators from 48 countries across Europe collaborate to harmonise telecommunication, radio spectrum and postal regulations.As an ECO expert, I was responsible for either leading or supporting a variety of projects related to the introduction of new technologies and development of Europe-wide regulatory frameworks in telecommunications. I provided expert support to the CEPT Electronic Communications Committee (ECC) working groups in the following areas:• Mobile broadband, with a focus on IMT, including LTE spectrum and technical issues• Broadband Public Safety (PPDR), transition from TETRA to LTE• R&TTE equipment compliance (type approval)• Maritime, satellite and radio amateur communications• Regulatory issues, i.e. consistent application of the European telecom regulations• Impact assessment of telecom regulatory optionsI also represented CEPT in interacting with several European Commission institutions dealing with regulation of telecommunications.I used to be a regular speaker on mobile broadband and public safety issues at the foremost European conferences (see my presentations on the ECO website (http://cept.org/eco/deliverables/eco-presentation-page).

I was responsible for the promotion of the CDMA-450 technology in Europe and internationally. My personal contribution to the inclusion of the 450-470 MHz frequency band into the internationally recognized 3G bands is widely acknowledged by the CDMA community. In 2005-2006 I chaired the “Regulatory and Standards” Working Group of the “International 450 Association”.

My responsibilities included:• Head of the International Cooperation department (2002-2004): coordination of the Russian positions for the World Radio Conference-2003 within the RCC (Regional Commonwealth in the field of Communications). My contribution towards achieving a favorable outcome of WRC-2003 for Russia was commended by a note of acknowledgement from the Russian Minister Mr Leonid Reyman (2003).• Engineer (1997-2000), research officer (2000-2002) at the EMC Center: establishing technical compatibility conditions for a number of European and American cellular technologies being simultaneously deployed in Russia within this period; I was also involved in the development of the long-term state policy in the field of communications, including economic aspects.
