• Assess the emergency response readiness and capacities of La Guajira department (Colombia) and the municipalities of Maicao and Riohacha, according to international standards.
• Design and implement data collection tools for measuring the emergency response readiness of La Guajira department, including workshops, focus groups, and interviews with key stakeholders.
• Co-lead capacity building for local authorities on humanitarian emergency response.
• Provide technical advisement for updating risk management plans of La Guaijra’s department, and the municipalities of Maicao and Riohacha.
• Elaboration of contingency plans to respond to emergencies, with emphasis on refugee crisis.
