Wireless engineer with 20 years of experience advising mobile network operators and private clients on RAN (Radio Access Network) projects, including performance optimization, coverage, and capacity planning. My expertise spans 2G, 3G, 4G, and 5G technologies, with a focus on RAN architecture, features, and functionalities.I have led and contributed to strategic initiatives, such as developing Brazil's Cell Broadcast System for Wireless Emergency Alerts, which supports over 1 million 4G/5G cells across the four largest mobile operators. My work also includes supporting 4G and 5G network implementations, frequency refarming, and optimization strategies. Additionally, I have played a key role in high-profile acquisitions, including the Oi-Portugal Telecom merger and the purchase of Oi's network, clients, and spectrum by Vivo, TIM, and Claro.Relevant Projects:Brazil – Development of Cell Broadcast System for Wireless Emergency AlertsLed the creation of a centralized system to meet regulatory requirements. Responsibilities included configuring Core Network and RAN elements, designing GIS queries for cell selection, guiding validation tests, and maintaining relationships with regulatory agencies.Brazil – Implementation of Advanced Mobile Location (AML) for Emergency ServicesAs part of a nationwide initiative to enhance location processes for emergency services (LBS), I contributed to the implementation of the AML system in Brazil, which significantly improved the accuracy and reliability of location data transmitted during emergency calls. In this project, I was responsible for troubleshooting network Core configurations to identify and resolve issues affecting the transmission of location data. Additionally, I provided guidance to technical teams at major operators to ensure the correct parametrization of the Core Network, enabling the proper delivery of AML events. I also collaborated to ensure compliance with international standards, as well as validated the end-to-end system functionality to guarantee seamless integration with existing emergency response platforms.Brazil – 5G NSA and SA Pilot ProjectSupported 5G deployment with coverage and capacity planning, antenna solution evaluations (MIMO, Massive MIMO), and DSS performance analysis.Brazil – Purchase of Oi’s Network, Clients, and SpectrumDesigned capacity plans, spectrum reallocation strategies, and client migration processes for the division of assets among three operators. Created a 10-year CAPEX/OPEX model, considering upgrades and infrastructure reuse.
