Dr. Clifton was awarded a Robert Wood Johnson Health Policy Fellowship from 2006-2007 in the office of Senator Orrin Hatch. In 2009 Dr. Clifton, authored Flatlined: Resuscitating American Medicine, Rutgers University Press, which proposed aligning provider payment with the quality and efficiency of care. From 2010-2012 Clifton acted as a consultant to the Texas Health and Human Services Commission and acted as advisor to the Assistant Secretary of Defense for Health Affairs. He has been a Presidential appointee to the Defense Health Board and served as a trustee of the Vivian L. Smith Foundation for Neurological Research. Dr. Clifton is CEO and founder of ACTIN Care Groups which manages care delivery systems for self-insured employers.

Evaluated the rate of primary care preventable hospital admissions in Medicaid Managed Care and in fee-for-service Medicaid and made recommendations for change in Medicaid Managed Care Contracts. Evaluated payment rates of fee-for-service Medicaid and Medicaid Managed Care for Neonatal Intensive Care (NICU) services and recommended development of a standardized rate setting process for Medicaid Managed Care and fee-for-service Medicaid. Evaluated criteria for Level of NICU care statewide and recommended development of a certification process for NICUs.

ProfessorThe University Of Texas Health Science Center At Houston Sep 2008 - Dec 2009Designed, implemented and raised funds for a Medicaid Managed Care project performed at University of Texas Medical School in which the care of chronically ill children was concentrated in a Medical Home designed specifically for their needs. The study is ongoing and is randomized with half the children receiving usual care without a medical home and the other half in the intervention group. To date the number of hospitalizations in the Medical Home group has been reduced by half and the cost care care reduced by more than one-third. The project has been awarded a major grant from Department of Health and Human Services to expand its size and scope. -
