Island Power PV was a Special Purpose Entity (SPE) offering project development services in unique island environments. Initial project was to be a 1 MW facility initially scheduled to commence construction in 2014 in the Municipality of Vigan, Philippines in collaboration with Ilocos Sur Electric Cooperative (regional utility). The project was put on hold during the delay of the Philippine Government's final determination of the FIT (Feed-in Tariff), and subsequently canceled following typhoon Haiyan and the inability to obtain adequate insurance.

Consulted in the development of sales and B2B Marketing stratigies for leading producer of mobile solar light towers. This included incorporating strategy for utilizing Investment Tax Credits (ITC).

Consulted in developing Renewable Energy Solutions. Developed B2B Marketing program to CEOs & CFOs intrested in developing Investment Tax Credit (ITC) and high IRR opportunities in certified renewable energy investment fund. Developed initial marketing strategies for the Solar Eclipse™Mobile Solar Generators. Products and solutions were expanded to include Mobile Solar Light Towers, Off-Grid Telecommunication Modules and EV Charging Stations.

Consultant-Developed financial models and strategies for early funding and permanent financing for the Mountain House Solar Farm, the largest solar project proposed in Northern California (400 MW) to date. Project was restructured during the entitlement phase (200 MW), with application to interconnect agencies (CAlSO) and Alameda County in progress.

Developed and marketed the Intelligent Compliance (TM) Service Offering. The offering turns compliance solutions from "financial burden to competitive edge" by combining proven Business Intelligence practices and compliance management tools with revolutionary, real-time analytics and case management. Intelligent Compliance (TM) increases the value of compliance solution investments by providing cross-division reporting and analytics to other core areas of the business including- Sales, Marketing, Finance, Operations and Human Resources.

Chief Compliance Officer/VP BAC- World Banking Group. Hired following the regulatory mandate from National Bank Regulators to aggressively address systemic compliance deficiencies pursuant to the Order of Censorship published by the Office of the Comptroller of the Currency. --Worked directly with the Bank's General Auditor and senior management at the Executive Committee level and with senior external regulators in the design, implementation & management of a global compliance network of over 300 Regional, Division, and Line Compliance Officers throughout the World Banking Group. --Responsible for consistent design and implementation of compliance programs throughout Bank of America Corporation. Responsibilities included all securities underwriting, trading and sales activities for the Bank and its subsidiaries, the design and implementation of the Global Insider Trading Compliance program and all regional and divisional compliance programs and networks throughout the World Banking Group. --Consistent success in Business Transformation Management at global level. Demonstrated Enterprise-wide leadership in developing due diligence, Merger/acquisition strategies, consolidations, relocation and technology initiatives. Successful executive team builder and member of senior transition teams.

Managed strategy, development & regulatory registration of Midland-Montagu Securities,Inc. (Former Primary Government Dealership under Crocker Bank). Regulatory approval was accomplished under severe time constraints due to the pending sale of Crocker Bank to Wells Fargo Bank. The transition involved establishing a new Dealership under strict scrutiny of additional regulators, and was immediately followed by the unprecedented relocation of the newly formed Primary Government Dealership from San Francisco to New York under the strict scrutiny of the Treasury Department, the FRB, SEC, and the NASD (now FINRA).

Managed the development & regulatory registration of Wells Fargo Securities, Inc. (formerly Crocker Securities, Inc.). Directed the merger/transition strategy for the Bank's trading & Securities activities, as well as the establishment of the Banks NASD & SEC registered broker/dealer. Obtained regulatory approval for Wells Fargo's mutual fund activity, subsequently conducted under Wells Fargo Investment Advisors, Inc.

Managed the development & regulatory approval for the first bank-owned broker dealer under the Glass-Steagal Act of 1933. Crocker Securities Inc. was subsequently split off and sold to Wells Fargo Bank, and the Primary Government Dealership re-established as Midland-Montagu Securities, Inc. After completing the transition, regulatory registration & approvals, the Primary Dealership was moved to Wall Street in New York. Upon completion of the transition and move, Mr. Frank returned to Wells Fargo in San Francisco, CA to oversee Trading and Securities Compliance for the Bank and it's Securities Subsidiaries .
