Subsequently developed the "Collaboration in Space for International Global Maritime Awareness" (C-SIGMA) concept to capitalize on the capabilities S-AIS provided.. SME for DHS S&T on unclassified Earth Observation Space systems. (2015-2019)Specialties: Systems Engineering of Signals Intelligence Sensor Systems and other maritime surveillance systems. Its principle employee has been involved in the creation of the concept, beginning in 2004 and was the principle author of the maritime task within the Implementation Directive (ID) of Presidential Policy Directive 4, National Space Policy, 28 June 2010 (PPD-4) and both the Technical Exchange of Ais via Space (TEXAS) workshop series and the Collaboration in Space for International Global Maritiem Awareness (C-SIGMA) international conferences. It is associated with the C-SIGMA Centre at the Irish National Space Centre and shares its goals to work to provide global, persistent surveillance and maritime situation awareness of the world’s maritime environment via an unclassified, internationally available structure using unclassified civil and commercial space systems. As is directed in PPD-4’s ID, C-SIGMA will foster international collaboration to:i) Enhance global maritime domain situation awareness ii) Provide enhanced safety of life at sea; iii) Increase mutual security of all users of the maritime domain; iv) Improve protection of the maritime environment and the resources of the sea; v) Improve flow of commerce; and vi) Better monitor the condition and performance of the Marine Transportation System.C-SIGMA LLC works for the implementation of this concept.
