Assigned to the Commonwealth Department of Health and to the National Health Funding Body (NHFB) as a Senior Business Analyst For the National Health Reform Enterprise Data Warehouse (NHR EDW) RFT, I provided the inspiration for, and lead the development of a series of business scenarios, establishing a vision for the future NHR EDW ‘client experience’, focusing on a future time when the NHR EDW had been implemented and was delivering value for clients. I personally wrote 6 scenarios, and helped review other’s scenario contributions. This work involved interviewing clients and really understanding the outcomes clients wanted for the NHR EDW. My contribution to this work was highly praised, and demonstrated: My proactivity in bringing my past scenario experience at the ATO to bear My client focus in focusing on outcomes clients are looking for My superior writing skills in combining a client experience and technical details into an engaging story. (this is a public document - examples available on request) I have played a key role in supporting the stand-up of the roles and operation of the Administrator and the NHFB, including supporting the development and implementation of the payments system, and facilitating many stakeholder education and feedback meetings. As part of this work I directed the creation of a procedures manual for the operation of the payments system. The design of the roles and operation of the payments system and supporting business processes have stood the test of time as robust and fit for purpose. I defined the business rules for a data matching exercise as part of the Administrator’s responsibilities, and supervised the coding, development, and running of these rules, extending to assisting in the interpretation of the results. In the role of Business Architect I delivered the following outcomes:o I reviewed existing Business Architecture work and, through my skills in drawing together both my own talents and those of other team members, I provided a new framework for the Business Reference Model (BRM). This framework presented a “business friendly” water rights management lifecycle view of business processes, linked to common business process patterns. This made the BRM relatable to business stakeholders and at the same time enabled the definition of the common “template” process patterns necessary to achieve an optimum level of process commonality between processes and between jurisdictions.o With the Project Manager and the Lead Architect, I helped develop a project plan for the delivery of the BRM within a suitable timeframe.

Made a significant contribution towards the advancement of Business Intelligence (BI) at DIAC, at both a strategic and tactical level. For example:o I lead the development of an IDS discussion paper on DIAC’s BI needs, including a BI Strategy and a BI Competency Centre (BICC) for DIAC. o I facilitated the collection and validation of business requirements including business rules for a visa application data mart to support DIAC’s outcomes reporting requirements. Following the signoff of requirements, I successfully data modelled the required changes in the EDW, created a logical and physical data model of the required data mart, and arranged for the physical data model to be implemented into an Oracle database.o I designed and maintained logical and physical data models and implemented physical data models into DB2 development databases for several projects including CCM and SRS, including appropriate indexing for performance.o I coordinated and managed the implementation of all database changes through controlled releases into Integration Test, User Acceptance Test and Production.o I managed the IDS section’s relationship with current and prospective data modelling software vendors and relevant DIAC staff with respect to product defects and resolving appropriate replacement product purchase processes. Consulted with IDS staff and delivered practical standards on version control and development environment control for IDS. Several colleagues including management colleagues have given me unsolicited comments that they have been very pleased with both my expertise and the results I have delivered, noting the responsiveness, optimism, energy and enthusiasm I bring to my work. Used my negotiation and mediation skills, and leveraged the good rapport I have with all staff to help resolve significant disagreements between personalities over strategic and tactical direction.
