• Project manage allocated projects in the capital works/Corporate Plan for planning and design.• As a nominated project officer undertaking planning for infrastructure capital projects, follow the approved capital planning process and procedures, including the appropriate use of external and internal resources.• Undertake effective and thorough investigations into proposed capital projects in order to identify the most appropriate and viable options that will address the business driver(s) of the proposed project based on Triple Bottom Line analysis where required.• Undertake detailed studies of all options identified from investigations, to recommend the optimum solution for the proposed capital project and obtain sign-off from all appropriate internal stakeholders.• Identify and undertake all planning permit studies and permit applications (including land tenure), in a timely manner for the preferred option to enable the next stage of the capital planning cycle to be commenced.• Prepare functional designs and cost estimates, utilising specialist consultants where required, for inclusion into the Gippsland Water Corporate Plan Capex Program.• Prepare detailed business case documents, in accordance with the Gippsland Water Capital Expenditure Approval Policy and Procedure in order to obtain approval for the capital project to proceed to the detailed design and procurement stage in accordance with the timeframe of the approved Capex program.• Prepare project scoping documentation, consultant briefs and other relevant documentation.• Present major project scenarios, proposals and implications to various stakeholders and obtain appropriate sign off.• Develop detailed designs (or specifications for design and construct projects as appropriate) and manage consultants performing specialised activities required for project planning and design to be handed over to Asset Delivery for tender and construction.
