As the company’s global subject matter expert (SME) on air quality issues and climate change, I was responsible for the design and implementation of an effective air quality compliance program and for providing leadership, strategic direction, and technical expertise to facilities and businesses. As global owner of air quality regulations, I was responsible for tracking global regulatory changes and conveying their impact on Ashland. NA oversight included federal programs such as Title V, MACT, NESHAP, NSPS, PSD/NSR, as well as permitting and emission control regulations in over 30 states/provinces and over 20 local air agencies. Also responsible for product-related air quality regulations such as Consumer Products, Industrial Solvents, Industrial Adhesives/Sealants, AIM coatings and other coating types in CARB, OTC, U.S. EPA, and state jurisdictions by providing support to business EH&S leads, product managers, and laboratory technical staff in the review of regulatory applicability and impact to product lines and business interests, development of compliant products, and response to agency and customer requests for regulatory applicability and technical information.Other responsibilities included the development of the air quality-related portions of the company’s global environmental management system (RC14001), the integration of air quality aspects into the company’s global business management tool (SAP), and the (not completed) development of a company-wide, SAP-linked, air emission calculation system and maintenance of existing systems in Excel and Access until the new system would be completed. Also responsible for guiding the company's direction and action on climate change, and gather global energy use data and calculate greenhouse gas emissions for internal and external reports.
