Minh is a policy advisor and researcher who possesses substantial work experience for government and policy research experience at Victoria University of Wellington. Minh has a special interest in and profound experiences of working and researching on social policy issues. Minh coordinated teams of subject matter experts across government agencies to develop new models of service delivery that enable more flexibility and innovation for public hospitals and public universities in Vietnam. Her PhD thesis looks at the trend of commercialisation among Vietnamese public hospitals and public universities and recommends a sound regulatory and accountability framework be put in place in order to encounter the increased autonomy and incentives given to public service providers. Minh is experienced in using qualitative and quantitative research methods to collect and collate empirical data for evidence-based analysis. She is particularly good at gathering and synthesizing information from broad literature to identify a policy issue and its root cause. She also is able to use critical thinking, clear and logical reasoning and judgement to draw inferences and formulate policy options from the available evidence. Minh is effective in verbal and written communication. She addressed team briefings and presented her research at a number of workshops and conferences.
