1987 - 1990: Huntsville Corps of Engineers (Military) – Assistant Division Commander. As Program Manager & Contracting Officer for Huntsville Corps of Engineers (COE) Division for A&E contracts: (1) established COE and BMDO (now MDA) Memorandum of Agreement for facilities and technical support; (2) Performed Contracting Officer and Program Management duties associated with missile defense contracts. Technical areas included: X-Band, phase-array radar; under-ground optical (nuclear) testing; sensor optics development; Missile Defense Command & Control facilities (Colorado Springs), and special (black) projects.1983 - 1987: Deputy Chief of Data Processing on the AOA/AST program (Military). Analyzed logic for real-time mission data and sensor signal processing software and hardware.1978 - 1983: NATO Software Systems Analyst (Military). Developed Supreme Headquarters Allied Powers Europe (SHAPE) software systems with interfaces to all four services of 9 different countries. Development effort was all object oriented and included systems (and associated database design/implementation) for tracking air defense and status of forces throughout Europe. Additionally performed program management tasks associated with software development to include: (1) definition and formalization of functional requirements and relationships to provide real-time interface for "European wide" electronic data retrieval and update; (2) database design/development for "integrated data store" systems; (3) design and development of an interactive, link-overlay system based on Allied Command Europe's "Order of Battle" and "War Order of Battle".
