Standing up a new team, supervising, and directing the Center for Prevention Programs and Partnerships (CP3) Sector Engagement Section, responsible for strategically engaging various sectors of government, NGOs, and private industry on issues pertaining to the prevention of targeted violence and terrorism. CP3 aims to prevent acts of targeted violence and terrorism by collaborating with local communities and engaging with national organizations to enable education, awareness, and training programs that work to build a whole-of-society prevention architecture. The Strategic Engagement and Policy Implementation Section leads national level engagement and advocacy with the interagency, international governments, civil society, academia, and others, and hosts CP3's premier event, Prevention Forums, and oversees Invent2Prevent.

Managing the operations of the Private Sector Office as we support DHS leadership across multiple portfolios, in addition to existing duties as Director of the cybersecurity and innovation portfolios.

Office of Partnership and Engagement Career Action Officer for the 2017 Presidential Transition. • Leads and shapes private-sector engagement on behalf of the Department in the areas of cybersecurity, innovative technology, and countering terrorist use of the internet. • Developed and is executing a strategy for Department-wide embedded engagement with innovation centers around the country, most notably in Silicon Valley and the Bay Area. • Partners with the private sector to develop strategies to face our nation's cybersecurity threats.• Develops, builds, and maintains private sector relationships with top tier cybersecurity and technology companies on behalf of the Department. • Provides guidance to DHS Operational Components as they develop messaging strategies for private sector engagement and outreach. • Advocates for Department policies, initiatives and activities while facilitating private sector input. • Responds to private sector concerns in the cybersecurity and technology arenas, and negotiates differences between private sector and Department positions on issues. • Sought after speaker on behalf of the Department (please see document below).

• Lead the Quadrennial Homeland Security Review (QHSR) outreach and engagement strategy, working with individuals and organizations across the interagency; other branches of the federal government; state, local, tribal, and territorial organizations; the policy community; and the public at large to inform the congressionally mandated review of the homeland security enterprise. • Created and executed outward-facing communications plan for the QHSR.• Acted as Policy liaison to Chief Financial Officer and other budget elements during program reviews. • Facilitated headquarters-level programs on behalf of the Office of Policy, including the Integrated Investment Life-Cycle Management effort, intended to align Departmental spending with strategy. • Program management of various Policy engagements with external stakeholders, including the Department of Defense, Congress, and the public.• Developed business relationships within the Department and throughout the interagency to support integrated management of effort and strengthen programs across a variety of portfolios.• Performed in-depth research and review of high-level Department acquisitions.

• As part of fellowship program, began serving detail to the Committee Majority Staff in January, 2012. • Briefed senior staff on complex legislative issues relating to Cybersecurity and the FY13 DHS budget in advance of Committee hearings. • Drafted analysis and decision memoranda for the Committee Chairman via senior staff on DHS management and budget, insider trading, internet piracy, FEMA grants, and intellectual property.• Conducted negotiations with other Senate offices and external stakeholders over legislative language on Committee bills including Cybersecurity, DHS Authorization Act, the STOCK Act, and Postal Reform.• Contributed to outreach to Senate offices and the media to build support for Committee legislation.

• Led the creation of the annual strategic-level budget guidance document by preparing, convening, and mediating development meetings attended by stakeholders from across the homeland security enterprise. • Represented the Office of Policy in Undersecretary-level efforts to develop rational standards for portfolio governance across strategic planning, programming, budgeting, and execution functions.• Provided guidance to Department leadership through in-depth analysis of major investments in the U.S. Coast Guard cutter fleet, the Southwest Border, transportation threat assessment modernization, and law enforcement issues including transnational crime, counternarcotics, and human trafficking. • Maintained portfolio on information sharing and safeguarding through briefings to DHS Information Sharing and Safeguarding Governance Board chaired by the Undersecretary for Intelligence and by representing DHS in ongoing preliminary common operating picture efforts with the Department of Defense.

• Working with Professor Michael Yelnosky, researched judicial selection criteria and practice in Rhode Island. • Developed materials and prepared presenters for a symposium on judicial selection methods.

• Drafted motions and responses filed in Federal District Court. • Assisted with the preparation of briefs and arguments before the First Circuit Court of Appeals.• Researched and wrote legal memoranda on Miranda, Habeas Corpus, admissibility of evidence, Social Security fraud, and statutory requirements to prepare attorneys for trial or plea negotiations.

• Researched and wrote legal memoranda for the Justice on search and seizure, a defendant’s right of allocution, termination of parental rights, probation revocation, and sentencing. • Assisted with drafting and editing judicial opinions.
