During this time, Hal was a strategic partner of the Virginia Hospital Association to help Virginia hospitals increase access to Medicaid funds. While a strategic partner, he represented over 65 Virginia hospitals in this effort. In addition, Hal served as of counsel to the Commonwealth of Virginia Attorney General for the enforcement of state claims against non-resident citizens and corporations. The National Capitol office spearheaded the law firm’s representation of 19 states/private guarantee student loan agencies.
