With a number of institutional and corporate clients including Libya-analysis.com, Risk Intelligence and others. My Role is to provide regular security, political and economic risk updates and country-wide analysis and client-specific recommendations.

Operations Manager for delivery of AGGREKO’s 120MW project with the General Electricity Company of Libya with delivery outsourced to the Libya Holdings Group. My role was to co-manage operations at 2 sites (one high risk in Hun/South Libya) in addition to relations and contract managements. Strategic roles included monthly technical and financial reconciliations, stakeholder and contract management, contract negotiation and risk management. Other tasks included logistics and HR management for foreign and local workers on both sites, and maintenance/support operations subcontracting. Resigned from the project on expiration of the delivery contract.

Local Project coordinator of the EU funded (Security and Justice Sector Programme - SJSP) delivered by the International Management Group to assist the Ministries of Interior, Justice and the Judiciary with capacity building and technical assistance to deliver reform priorities. Roles included project coordination with government/local stakeholders, facilitating project start-up and establishment activities , assist with the supervision and management of a local team of interpreters and administration staff, provide technical and strategic advice, coordinating between project team leader, manager and senior experts with government bodies and interlocutors, and finally and most critically, providing accurate timely and nuanced interpretation both written and simultaneous; during meetings, conferences, seminars and workshops. The project was suspended by the EU due to ongoing instability in Libya.

Program coordinator of Islamic Relief’s humanitarian projects in Libya post 2011 Libyan conflict, including a $1 million project funded by UNHCR for refugee protection and capacity building for vulnerable communities. Role included project design and negotiation, stakeholder engagement and management, proposal and concept development, Budget preparation and control, Need assessments, negotiation and agreement finalization, recruitment and orientation for staff, warehousing & logistics management, operational coordinating between IRW, UN, INGOs and local NGOs, indicator monitoring & reporting, internal training to staff on programme and project management life cycles

Translating various types of documents including: executive memorandums, reports & proposals, high level programme presentations, and technical documents in various disciplines of the housing & infrastructure programme; legal contracts, BOQ’s, RFP’s, RFI’s, finance & project management documents & general correspondences. Policy analyst: working with former Minister Dr. Ahmed Jehani (advisor to Libyan Government) to analyse and develop policy tools & recommendations for a variety of issues related to Libya’s development programme.Coordination: between Shell Libya Road Safety Programme and the Libyan General Department for Traffic & Licensing with various other governmental ministries & non governmental entities. Translation: executive & contractual documents, presentations & correspondences.Major Achievements:Development of final policy recommendations on Libya’s new Petroleum LawDevelopment of new Performance-based Contract regime between the government and international programme management firms as (strategic partners) to manage public investment projects in various Libyan sectors. (led to creation of the Public Projects Authority - PPA )Finalization of Zwara Economic Zone Law Arabic and English legal framework

Among founding technical staff of the NEDB. Policy analyst and coordinator for the (Strategic Management of the development Programme) as well as for other reform initiatives and interventions, in close cooperation with international consultants like Monitor, Adam Smith International, the World Bank, and E&Y. Analyst and review of reform and government restructuring project activities,and providing technical and presentation assistance to policy makersExecutive Assistant: to chair of the Strategic Management of Libya’s development Programme (SMDP). As EA and technical coordinator for this ambitious programme my role has been diverse & multi faceted. Helping the program grow from the point of creation with responsibilities in conceptualisation, documentation, presentation, procurement, coordination, reporting, direction & technical issue management.responsible for assisting the building of the institutional framework of the NEDB based on economic development technical work programmes and system creation, including designing & implementing operational structures, processes & procedures, information flow, programme data & information management systems.Major Achievements:Development of new macro management framework for Libya’s economy (adopted by the Libyan Government, world bank & CBL)Development of new central & local government institutional designsDevelopment & technical issue management of SMDP/IMMS programmeDevelopment of PPP initial concepts & proposals for Public Private Partnerships (PPPs) within Libyan contextInstitutional establishment of NEDB

Worked on developing and maintaining the HR department and developing management training and leadership programmes provided by the government in the new phase of economic liberalisation in Libya. In partnership with the Monitor Group (macro economic consultants) and government institutions in Libya, I conducted research into Libyan market competitiveness and helped design strategy for SME sector in conjunction with the teaching programme.Interviewing, selecting and headhunting suitable candidates for strategic roles and positions within the new economic reforms undertaken by the government and shaped by the national economic strategy.Major Acheivments:Graduation of 4 groups of Libyan Leaders in ManagementNES/ Monitor Reports on SMEs and economic clusters

Technical and administrative support to the President of Islamic Relief to establish the Humanitarian Forum, an international humanitarian policy and operational coordination mechanism to streamline financial and policy issues, in addition to other executive support duties.

Administrative and operations support to the MENA Fundraising office in Islamic Relief, including the management of fundraising and reporting activities for IRW’s international Waqf (Endownments) facility.
